Position Summary

The Associate Vice Chancellor for Information Technology & Chief Information Officer is responsible for the overall leadership and management of information technology for the university. The CIO provides the strategy and vision for the development and management of computing information systems, network communications, teaching and learning applications, information security, and technology infrastructure to support the mission of the university. The Associate Vice Chancellor for Information Technology reports to the Vice Chancellor for Administration and Finance.

Description of College / Department / Program / Division / Unit

The Division of Administration and Finance is committed to providing quality campus services to faculty, staff, students, and external constituencies to support the university’s mission of teaching, research, and public service. The division includes Facilities Planning & Management, Budget, Human Resources, Information Technology Services, and Police & Parking Services.

Required Qualifications

• A bachelor’s degree and 10 years of progressively responsible experience in information technology with 5 years in a supervisory role.
• Progressive IT leadership experience within an institution of public higher education.
• Demonstrated experience in building and leading an effective and efficient technology organization that is highly customer service oriented and serving a broad array of constituents.
• A leader with significant experience in IT strategic planning and vision.

• An advanced degree is strongly preferred.
• Knowledge and experience working within a public higher education system.
• An energetic and confident leader who is comfortable maintaining high visibility.
• Demonstrated excellent communications skills including listening, speaking and writing.
• Adept at influencing through relationships.
• Able to see the big picture and lead an effective IT strategic planning effort.

relationships internally and externally with university affiliated institutions.

Duties to Support Responsibility

Provide for the administration and management of the core functions and services within Information Technology Services including supervision of direct reports for Client Services, Enterprise Services, Network Services as well as oversight and liaison responsibilities with UW System for IT as a Service (ITaaS) initiatives for Server Administration and IT Security and with UW-Madison for PeopleSoft as a Service (PaaS). Responsible for developing and implementing operating strategies to ensure a service oriented IT organization that supports the academic, administrative, and research functions of the university.

Responsible for the design, implementation and operation of academic, instructional and administrative technologies for the university. Develops university-wide standards for hardware and software to ensure quality, functionality, connectivity, and user compatibility throughout the university. Establishes policies and procedures to promote a secure IT operating environment for the university.

Financial Management:

Duties to Support Responsibility

Responsible for budgeting and fiscal management of an annual operating budget of $4.5 M for Information Technology Services. Also responsible for the budget process, financial management, and annual reporting requirements. Duties for fiscal management include responsibility for General Purpose Revenue (state appropriated funds) and Program Revenue (auxiliary funds), budget planning and analysis, operating budget expenditures, and managing capital resources for campus technology improvement projects.
