Under the general direction of the Associate Vice President, Student Services, the Project Director for TRIO Educational Talent Search ( ETS ) will ensure the development of quality educational programming for the three ETS grants for the Natomas, San Juan, and Center Unified School Districts by managing the provision of support services in a manner consistent with Los Rios policies and regulations, college processes and procedures, ETS TRIO policies and procedures, grant required objectives, standards of the U.S .Department of Education, legislation and regulation guidelines for TRIO ETS programs, and federal regulations governing grant programs.

The Project Director for TRIO ETS is responsible for the development, marketing, implementation, and administration of a comprehensive academic support program to increase the retention and graduation rates of eligible participants (low income students, first generation students, students with disabilities, and students with academic need) from identified feeder high schools and middle schools as identified within the grant award and associated with the American River College service area.

The Project Director for TRIO ETS works with college staff, faculty, research analysts, instructional and student services areas, and college administrators, as well as high school and middle school leaders, to ensure the success of students participating in the program.

The department maintains a focus on:
● Cultural awareness, support for diversity, the free exchange of ideas, and the development of a culturally competent and inclusive college community.
● Trends and challenges facing community college students.
● Academic support and retention program design, development, implementation, and evaluation.
● Adherence to Department of Education processes and use of resources.
● Outreach, recruitment, and retention of post-secondary non-traditional students.
● Target groups that are low income students, first-generation students, students with disabilities, and students with academic need from grant-identified feeder high schools and middle schools within the American River College service area.

Assignment Responsibilities
Typical duties may include, but are not limited to:

● Planning, organizing, coordinating, and directing program activities and events.
● Coordinating activities designed to promote program recruitment efforts.
● Coordinating academic/student support assistance programs.
● Coordinating programs for student success with application, orientation, assessment/placements, and monitoring the progress of students.
● Planning, implementing, and maintaining the budget for the three TRIO ETS programs in consultation with the Associate Vice President, Student Services.
● Overseeing program facilities within a space shared with other student services and programs at the college, in the high schools, and the middle schools.
● Developing and coordinating the implementation of objectives to accomplish operational plans and program goals in full compliance with all applicable federal regulations and requirements.
● Developing, authorizing, and monitoring expenditures and program budget in conjunction with and subject to review and approval by the Associate Vice President, Student Services.
● Monitoring the progress of students and coordinating activities designed to assist students entering the program to successfully pursue their educational goals.
● Monitoring student files and case management.

● Representing the program at feeder high schools and middle schools, other colleges and universities, as well as other organizational meetings.
● Attending appropriate conferences, workshops, and training sessions, as well as staff and committee meetings as directed.
● Overseeing the recruitment and selection of project participants.
● Developing and maintaining collaborative working relationships with instructional areas, college staff, outreach centers, feeder high schools and middle schools, neighboring colleges, and community resource agencies.
● Fostering effective high school/college relations.
● Leading program marketing and public relations activities, articulating through promotional materials, the purpose and intent of the three TRIO ETS programs in the community and across the District.

● Tracking student contacts to monitor services required and provide follow-up throughout student success matriculation process.
● Providing data for institutional research.
● Performing follow-up studies and evaluations of program services.
● Preparing reports for the U.S. Department of Education as requested and required.
● Compiling, completing, and submitting the Annual Program Report ( APR ).
● Communicating program updates and changes within the standards of U.S. Department of Education regulations.
● Interpreting program regulations.
● Preparing reports and developing program goals.
● Overseeing qualitative and quantitative data collection and analysis and program evaluation.
● Ensuring participant record-keeping is in compliance with federal confidentiality and privacy regulations.

● Providing information and referrals to students.
● Informing students, staff, and the community about the three TRIO ETS programs.
● Developing, organizing, and supervising program related workshops, forums, conferences, orientations, and events.
● Serving as a resource person to staff, students, and community.
● Conducting training sessions and workshops for peer assistants, student ambassadors, and student workers.
● Hiring, training, and overseeing student ambassadors and student workers.
● Evaluating the needs, interests, abilities, achievements, and aptitudes of program participants.
● Making recommendations to assist the college in fulfilling its obligation to students.
● Explaining college and program policies and procedures.
● Performing other duties as assigned.

The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.

1. Have a master’s degree* from an accredited institution completed by February 1, 2022.

2. Have one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment

3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
