Position Description:

DEFINITION:Under the general direction of the Controller, the Post Award Manager is responsible for overseeing the day-to-day operation of the post-award fiscal and compliance administration of grants and contracts awarded to the University and University Corporation. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  1. Ensures post-award administration processes of sponsored projects are efficient and such programs are in compliance with applicable federal, state, sponsor, the Corporation and University regulations.
  2. Hires, trains, and evaluates post-award staff, including student assistants.
  3. Provides support and direction to post-award staff with emphasis on the delivery of customer service to faculty, staff, and other constituents.
  4. Directs the preparation monthly/quarterly/final financial reports for granting agencies. Reviews reports for accuracy to assure proper accountability to external agencies. Assists in the resolution of complex grant issues.
  5. Participates and advises in the development and implementation of policies and procedures, compliance programs, and training programs for staff and the research community in all facets of post-award grants management.
  6. In conjunction with the Controller, develops and implements grant accounting procedures and manages information including reports, to promote operational efficiency and improved services to users.
  7. Works closely with federal and state auditors to provide information and answer questions for audit compliance reviews conducted by both external and internal auditors.
  8. Works collaboratively with the pre-award Grants & Contracts staff to resolve discrepancies, compliance issues, and on special projects, as needed.

Other Functions:
  1. Promotes and maintains an atmosphere of excellent internal and external customer service within the accounting department.
  2. Assists in other areas of Auxiliary Accounting as needed.
  3. Performs other duties as assigned.

Knowledge, Skills and Abilities:
Thorough knowledge of financial record-keeping methods, procedures, and practices. Working knowledge of governmental accounting methods and related laws, rules, and regulations. Knowledge of and ability to apply OMB regulations to specific grants. Knowledge and understanding of F&A costs, assessing these costs, and reviewing the F&A cost rate calculation. Ability to apply accounting principles to the analysis of complex accounting problems; analyze and interpret accounting data; prepare clear, accurate financial statements and reports. Ability to utilize problem-solving techniques in finding solutions to complex accounting problems. Ability to understand, interpret, and apply applicable rules, regulations, policies, and procedures. Must be able to plan, direct, supervise, and evaluate the work of others. Ability to make sound decisions and recommendations regarding accounting activities. Excellent oral and written communication skills and interpersonal skills. Ability to function effectively in a detail-oriented capacity: answer a variety of questions and concerns from project personnel and staff; audit grants and contracts for compliance with appropriate performance and fiscal requirements; and to complete accurate reports. Ability to set priorities and meet deadlines. Ability and dedication to providing high quality customer service. Ability to work collaboratively with University and Auxiliaries staff, faculty, students, and external constituent groups.

Minimum Qualifications:
Education and Experience: Equivalent to a bachelor’s degree with a major in accounting, business administration, economics, finance, public administration, or a closely related field AND three years of progressively responsible professional accounting experience with supervisory responsibilities;
OR a combination of education and experience which provides the required knowledge and abilities. Equivalent to a graduate degree in a related field may be substituted for up to one year of the required experience. Strong background in fiscal management and accounting required.

Specialized Skills:
Intermediate to advanced experience with personal computers including word-processing, spreadsheet, databases, internet search engines, querying software, and email applications. Knowledge of practices involving governmental and non-profit accounting. Knowledge of internal control standards and the application thereof. Demonstrated experience that clearly provides evidence of the knowledge and skills required to perform each essential duty satisfactorily. The requirements identified above are representative of the knowledge, skills and/or abilities required. Ability to complete web-based training in Defensive Driving and continue to meet the established driving standards as a condition of employment.

Preferred Qualifications:
Experience using PeopleSoft and knowledge of Grants & Contracts environment in Higher Education preferred. Knowledge of Federal grant and contract policies, procedures, guidelines and regulations. Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy.

Compensation and Benefits:

The annual salary for this position is $85,000-$95,000 based on experience. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
