General summary/purpose:

Jhpiego has partnered with the Baltimore City Health Department (BCHD) to staff and train their COVID-19 Mobile Vaccine workforce. Focusing on vaccine equity, Jhpiego and the BCHD are committed to focused, culturally responsive outreach to ensure access to and acceptance of COVID-19 vaccine by all Baltimoreans through strategic implementation of mobile vaccine clinics. The COVID-19 Mobile Vaccine program engages Baltimore City community members, ambassadors, and leaders to bring culturally responsive COVID-19 vaccine to priority populations through mobile clinics while also working to address vaccine acceptance and uptake among these groups throughout Baltimore.

COVID Vaccine Epidemiologist Supervisor will lead COVID vaccine-related data collection, cleaning, management, analysis, interpretation, and reporting. This includes working with state immunization registry data, vaccine-related health department operations data and population demographic data to analyze data, produce reports on a weekly and monthly basis and produce maps with GIS (geographic information system) software, including geocoding of data. Epidemiologist Supervisor works closely with the COVID Vaccine Data Manager, the Director of the COVID VALUE (Vaccine Acceptance & Access Lives In Unity, Education, and Engagement Communities) initiative and the Director of the COVID Vaccine Mobile Response Team. Epidemiologist Supervisor will supervise three to four data analysts who work with COVID vaccine-related data, including disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others and performing complex and sensitive investigations. The work of the COVID Vaccine Epidemiologist Supervisor involves considerable independent judgment and advanced knowledge of applied epidemiology for public health practice.

This is a temporary position funded through February 2022. This position is primarily remote, although there may be infrequent need to visit or work from the mobile sites.

Specific duties & responsibilities:

  • Oversee, develop and implement complex COVID vaccine epidemiology work, including the coordination of epidemiological efforts with multi-disciplinary teams
  • Communicates with program managers and directors, other epidemiologists, data manager, data analysts, and other staff
  • Conducts and develops methods for advanced descriptive and comprehensive analyses of surveillance data for multiple purposes
  • Using code-based statistical software (e.g., Stata (preferred), R, SAS), cleans, manages, analyzes, summarizes, interprets, and reports epidemiologic data and analysis findings
  • Creates maps and produces data reports, including text and visualizations
  • Uses statistical code and APIs (application programming interfaces) to automate data downloads, cleaning, management, analyses, mapping, and reporting
  • Creates interactive dashboards using platforms such as ArcGIS Online, Power BI, R Shiny, QuickSight
  • Evaluates analyses of data, conclusions, interpretations, and reports
  • Makes oral presentations on results of data analyses and other information to diverse audiences.
  • Reviews and prepares responses to requests for information, including tables, graphs, talking points, etc.
  • Improves operating practices and procedure
  • Maps current data flows, improves upon current data collection systems, and designs new systems working in partnership with program staff and data manager
  • Oversees the design and use of databases for analysis of health problems
  • Oversees the design of instruments for data collection
  • Develops and maintains statistical and data standard operating procedures (SOPs)
  • Provides technical assistance and training to colleagues
  • Monitors and evaluates the efficiency and effectiveness of programs
  • Assists with writing funding proposals and producing data reports for grant reporting
  • Supervises, reviews, and evaluates work of subordinate employees to ensure the accuracy and quality of work and overall work performance
  • Plans, assigns, schedules, prioritizes, directs and coordinates the work of supervisees
  • Approves leave, and conducts mid-year and annual reviews
  • Provides mentorship to supervisees
  • Supports professional development of supervisees
  • Performs related work as required


    Minimum qualifications (mandatory):
    • Advanced degree in epidemiology, public health, biostatistics or a related field
    • 3+ years’ postgraduate experience in epidemiology, preferably in a public health agency
    • Demonstrable experience creating maps of point locations and rates, mapping data with GIS (geographic information system) software, and geocoding data
    • Experience supervising and mentoring epidemiologists and data analysts in a public health preferred
    • Knowledge of epidemiologic methodology, data collection procedures, epidemiologic study design, descriptive and inferential statistics
    • Knowledge and technical expertise in surveillance, evidence-based public health approaches to prevent and control diseases
    • Knowledge of the principles and practices of the biomedical sciences and public health
    • Knowledge of the principles and practices of conducting public health surveillance
    • Knowledge of the objectives, scope, and functions of Federal, State and local health laws and regulations that apply to public health
    • Knowledge of interviewing and investigating techniques used in the epidemiology of human disease, of the methods and practices for the control of human disease and of the causes and sources of contagion of communicable human disease.
    • Ability to apply advanced epidemiologic principles and methods in analysis of health data
    • Ability to direct epidemiologic investigations or studies
    • Ability to understand technical and administrative problems and constraints involved in formulating disease control or prevention recommendations
    • Ability to collect, clean (including quality assurance and quality control), manage, analyze, evaluate, interpret, summarize, and report epidemiological and statistical data and analysis findings using code-based statistical software (e.g., Stata (preferred), R, SAS)
    • Ability to interpret and apply complex policies and procedures
    • Ability to evaluate and monitor public health programs
    • Ability to prepare and present reports and recommendations clearly and concisely, both orally and in writing, to diverse audiences
    • Ability to exercise initiative, resourcefulness, sound judgment, imagination, curiosity, and creativity
    • Ability to develop innovative approaches and solutions to health problem

    During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

    The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
