JOB RESPONSIBILITIES:

Under general supervision of the Vice President for Institutional Advancement, the Director of Human Resources provides vision, strategic direction and leadership of a comprehensive human resources program to include the following: recruitment, classification and compensation, employee relations, benefits administration, payroll, and training and development. Provides leadership in the development and execution of effective human resource hiring practices to ensure compliance with agency and college policy and procedures, state and federal laws and the Department of Administration's State Human Resource Division Regulations. Supervises and directs the recruitment and employment process for both classified & unclassified permanent & temporary positions. Leads and administers the delegated human resource classification and compensation program of the college. Works closely with the System Office, leadership and departmental college management to ensure that staffing needs are met. Advises/assists management dealing with employee relations issues. Ensures that the agency's employee benefit programs are administered in keeping with the guidelines of the Employee Insurance program, the SC Retirement Systems, SC Deferred Compensation program, etc. Develops, revises, and implements personnel policies and procedures; interprets and advises management in proper application of state, federal and local rules/regulations/laws. Serves as the agency's EEO/ Affirmative Action Officer and ADA Compliance Officer and leads the College's Affirmative Action Program to ensure adequate compliance, accurate analysis, interpretation and presentation of data.      

MINIMUM AND ADDITIONAL REQUIREMENTS:

A bachelor's degree and four (4) years experience in human resource management.    

PREFERRED QUALIFICATIONS: 

Experience preferably in a higher education and/or government setting. Strong supervisory experience management skills. Working knowledge of major HR functional areas. Knowledge of HR principles and practices as well as state and federal regulations pertaining to HR. Must be able to interpret and apply complex policies and procedures. Must be self-driven to work independently, as well as part of a team. Must maintain cordial professional relations with colleagues and stakeholders as is the ability to communicate effectively and efficiently orally and in writing.       AGENCY SPECIFIC APPLICATION PROCEDURES:
