The Associate Vice Chancellor for Finance and Comptroller reports
to the Vice Chancellor for Business and Finance and supports NC
A&T's mission and strategic plan through planning, directing,
administering and organizing the accounting and financial
operations of the University. The Associate Vice Chancellor
has management and oversight responsibility for the areas of
accounting (state, non-state, endowments); cash management;
accounts payable; financial reporting; payroll; treasury, student
accounts, and accounts receivable operations; federal and state
tax; debt management; capital accounting; travel accounting and
compliance; and financial systems development.
This position is a member of the Division's senior leadership team. The AVC provides direct strategic and operational support to the Vice Chancellor for Business and Finance for a wide range of financial reporting and operational directives as determined by the University's various constituencies including but not limited to The Board of Trustees, the Chancellor, Senior Staff, UNC System Office, and the UNC Board of Governors.
The Associate Vice Chancellor formulates financial management policies and procedures to ensure compliance with federal, state, and local laws and regulations, and generally accepted financial accounting reporting and auditing standards and requirements. The Associate Vice Chancellor is responsible for reviewing, strengthening, and streamlining financial and accounting internal controls to ensure protection of financial resources, and to minimize internal and external audit findings.
The essential job function for this position is the effective management of the AVC/Comptroller's Office to meet the job objectives outlined above. Other duties of this position include completion of the annual financial report, various monthly, quarterly and yearly financial reports as well as ad hoc information as requested for the University. This position is responsible for working with outside review agencies, including state auditors each year, and planning and reviewing the work of the employees in the AVC/Comptroller's Office.
This position also works closely with the other offices in the Division, especially the Budget and Procurement Services offices. This position also works closely with representatives from the University of North Carolina Systems Office, the Office of State Controller, and other state offices to plan activities and complete information requested by these agencies.
The Associate Vice Chancellor establishes and evaluates control systems and campus business practices, ensuring appropriate controls are effective in existing processes and supported by policy. Additionally this position analyzes and implements emerging accounting, tax, and financial reporting regulatory and advisory guidance.
This position leads a team of 6 direct reports with an overall staff of 48 in providing exceptional service. Our customers include but are not limited to our students, faculty, staff, internal and external auditors and governing bodies.
