The Vice Provost Research Office is seeking a Grants and Contracts Analyst who will primarily coordinate all of the activities related to the pre-award process for project submissions by the Research Development Team (RDT). The Analyst will support a diverse group of faculty with a portfolio of sponsors that include federal, private, and commercial entities. This position will create and review sponsored budgets, budget justifications, and other administrative data for submission to appropriate funding agencies. The Analyst will be supervised by the Director, Research Development with a reporting relationship to the AVP for Research to ensure smooth and efficient functioning within the team.

Specific Duties & Responsibilities:

  • Review all sponsored project proposals for accuracy, content, and adherence to all relevant guidelines for assigned faculty prior to being forwarded to the Director and JHURA/ORA for review/signature.
  • Prepare and assist Principal Investigators with budget and budget justification development. Ensure that all applicable and indirect costs have been applied in adherence with funding announcement and/or agency guidelines, in addition to evaluating for accuracy and inclusiveness. May also provide groundwork for subcontract negotiations.
  • Coordinate submission of grant proposals for new and continuing projects using electronic submission systems (i.e., COEUS, ASSIST, Research.gov, Workspace, Grants.gov, etc.) utilized by various federal, private, and commercial agencies.
  • Complete JHU and sponsor forms as required.
  • Collect, compile, review and edit biographical sketches, Facilities and Other resources, Equipment, Current & Pending, and other required grant proposal components
  • Track proposals and other sponsored research documentation through the signature/approval processes to ensure deadlines are met.
  • Ensure compliance with university and/or federal and/or private agency regulations and restrictions (NIH, Foundations, For-Profit, etc.).
  • Advise faculty and staff on changes in sponsored research policies.
  • In certain circumstances, assist in the post-award management of grants.
  • Complete and maintain required professional development training.
  • Serve as liaison between research units, central offices and funding agencies.
  • Understand and utilize institutional policies for pre-award grant process and sponsor guidelines.
  • Assist with internal training initiatives.
  • Perform other duties as assigned.

Minimum Qualifications (Mandatory):

  • Requires a Bachelor’s Degree and a minimum of two years of administrative/budgeting experience. Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
  • Successful completion of the RAT (Research Administration Training) Program (18-24 months) is equivalent to three years of relevant experience for this position.

Special Knowledge, Skills & Abilities:

  • Problem solving skills, attention to detail, and independent initiative are critical.
  • Knowledge of accounting and budgeting theory and practices required. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF, DOD and NASA.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
