Primary Purpose of Organizational Unit
The Budget Office supports the Division of Business Affairs and the University’s mission by providing budgetary support to the entire University community regarding maintaining and monitoring their budgets so that the continuing development of students, faculty, and staff is ensured with funds from both public and private sources. This office seeks to maintain fiscal integrity through development, review, revision, and control. The Budget Office is responsible for planning, organizing, directing, supervising, and administering all budgeting functions related to the operation of UNCW . Through ongoing planning and assessment of services, the Budget Office seeks to adapt to environmental change. Reporting is provided to all departments and divisions of the University. The Office of State Budget and Management and to General Administration. The Budget Office is required to maintain the Banner ERP System for both position control in the Human Resources System and budget in the Finance System, the North Carolina Accounting System ( NCAS ), budgets in the North Carolina integrated Budget System ( IBIS ) and the North Carolina Data Mart for HR data as it relates to financial budgets including budgeted personnel compensation, the largest percentage of the University budget. The Budget Office is responsible for the consolidation and maintenance of University budget records to provide accurate and complete budget and financial data to University management and State and Federal agencies.

Brief Summary of Work for this Position
This Budget Analyst position provides complex comparative analysis of all budget, position control, and financial data contained in the University’s ERP System, Banner. This position serves as the main point of contact and provides guidance and expertise to campus constituents. This position will work closely with the Assistant Director of Budget to assist, as needed, on position control processes, improvements and efficiencies, and other major position control budget cycles.
Primary responsibilities are day-to-day position control processes and include, but are not limited to:
- Interpreting and processing position control documents for appropriate action
- Creating and abolishing positions
- Reconciling position budget changes, cost redistributions, and position encumbrances
- Utilizing professional technical knowledge and analytical skills
These responsibilities require an in-depth knowledge of the Banner Human Resources and the subsequent interaction with Banner Finance and PeopleAdmin, as well as, knowledge of the state and university budget concepts and processes. The Budget Analyst regularly collaborates with Human Resources and the Payroll Office to ensure all personnel action deadlines are met with accuracy and efficiency.
Minimum Education and Experience Requirements
Graduation from a four year college or university with a degree in public
administration, business administration, accounting, or a related programmatic field; or an equivalent combination of training and experience
All degrees must be received from appropriately accredited institutions.
Preferred education, professional skills and experience
- Two to four years’ experience working in a financially complex organization is strongly desired, including one year in position control
- Ability to detect trends in financial data and determine the cause and effect of scenarios
- Ability to identify risks associated with financial transactions
- Experience working with Banner Human Resources and Finance
- Intermediate technical and analytical experience
- Excellent presentation skills
- Ability to store data in understandable ways
