Johns Hopkins University Research Administration is seeking anAssistant Director of Subawards (Sr. Contracts Associate) for outgoing subawards who will manage subaward activities for assigned departments and areas within the Johns Hopkins University. Serving in a leadership capacity, the Assistant Director shall continuously look for opportunities to support the faculty to better manage their sponsored projects. Along with Associate Directors, will help ensure that effective on-going training programs are in place for all key positions and processes supporting research administration across the University.

Responsibilities include (1) acting as office liaison to ensure effective performance and integration of the office with regard to the University's compliance, information technology, central technology transfer and post award budget offices; and (2) serving in the capacity of the Associate Vice Provost for Research Administration as required.

Specific Duties & Responsibilities:

  • Function as the lead negotiator in subaward negotiations for all prime award types including grants, subawards, contracts and cooperative agreements.
  • The Assistant Director provides technical support for draft and negotiating terms, and systems support to other Contract Associate team members.
  • The Assistant Director participates on select specialized projects in support of managing subaward operations.
  • As needed, participate in initial kick-off meetings with the faculty and departmental administrators in support of overall subaward process at the award stage.
  • Provide advice and counsel to faculty and staff during proposal preparation stage as related to subaward activities such as subaward determination.
  • Write and negotiate favorable subaward terms and conditions with various domestic and foreign sponsors, for all contract types, including terms related to material transfer, restricted data and non-disclosure.
  • Capable of drafting replacement language where needed.
  • Develop, negotiate and maintain subawards under all prime awards types, insuring the proper flow-down of terms and conditions while adhering to University policies.
  • Serve as signature authority for subaward activities.
  • Serve as liaison to the JHURA award team, and when necessary, to funding agencies for subaward pre-award problem resolution, and post-award matters.
  • Review questions with faculty to advise on subaward documentation.
  • Understand research administration compliance such as Responsible Conduct of Research, human participants in research, and conflict of interest to identify and address non-compliance issues.
  • Serve on University or School committees.
  • Reduce new and revised regulatory language to practice through writing policies and procedures and boilerplate language.
  • Ability to operate a computer and familiar with Microsoft Office, online web­ based systems, printers, scanners and copiers.
  • Represents on a joint meeting for systems enhancement.
  • Design, coordinate, track and implement new systems enhancements with the subs team.
  • Ad hoc train dept/school administrators for the JHURA subaward process/procedures.
  • Conduct outreach training for the depts (i.e. Brown Bag) pertaining to the JHURA subs process.
  • Provide back up to the Associate Director in their absence.
  • Mentor JHURA subaward team members for knowledge transfer, provide signature authority and questions.
  • Assist in design of website content, training materials, and resource management.

Minimum Qualifications (Mandatory):

  • Advanced degree in related field and relevant related training.
  • Five years demonstrated experience in contracting activities at a university, state or federal agency, legal private practice or similar environment.
  • Knowledge of Uniform Guidance and FARs (Federal Acquisition Regulations), Responsible Conduct of Research and compliance issues related to sponsored research.
  • Knowledge of legal principles of negotiation.
  • Specific experience in contracting.
  • Experience with SAP software a plus.
  • Familiarity with computers, Microsoft Office, online web-based systems, printers, scanners and copiers.
  • A high degree of independence and judgment required. Requires a detail-oriented person that is well-organized and able to handle multiple projects simultaneously while operating under deadlines.
  • Must possess excellent verbal and written communication skills.
  • Must be able to handle ambiguity and exercise judgment.
  • Must be able to work independently and as part of a team.
  • Work experience should demonstrate ability to conceptualize how to find solutions and reach consensus and to complete complex tasks efficiently.
  • Additional related experience may substitute for required education.

Preferred Qualifications:

  • JD preferred.
  • Intellectual property management and technology transfer preferred.
  • Experience with SAP software a plus.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
