We are seeking a CTYHR & Payroll Specialist who will support the CTY HR team in its efforts to function as a proactive, strategic partner to various CTY teams and departments. Under the direction of the HR Director, this role will perform various tasks in the areas of payroll administration, training reporting and coordination, talent acquisition administrative support as well as providing administrative support for other various HR and CTY projects.

NOTE:This position is eligible for a hybrid work schedule: up to two days per week (Monday & Friday) are eligible for remote work. Tuesday, Wednesday and Thursday are required in-office days at the Mount Washington Campus.

Specific Duties & Responsibilities:

Payroll (50%)

Administer payroll for full-time, part-time, limited and casual faculty and staff payroll including all documentation, processing, maintenance, and reporting. Will support the HR Business Partner and HR Director in various projects that have a payroll component.

  • Administration
  • Provide exceptional customer service to all staff to respond to questions related to payroll and employment. Anticipate potential payroll issues and questions and take pro-active action to prevent development of problems or resolve problems.
  • Enter transactions in the SAP system in accordance with established quality and accuracy standards including but not limited to onboarding new hires, salary changes, leaves of absence, supplemental pays, other pay adjustments and terminations. Serve as initiator and approver, as appropriate.
  • Administer all time keeping systems and processes, pro-actively ensuring information is updated and approved timely.
  • Process requests for salary allocations timely and accurately.
  • Determine and communicate to employees/supervisors appropriate leave usage and codes, and update staff time keeping system to reflect correct use of accrued sick or vacation, short-term disability, and/or leave without pay for all staff on family medical, and other leaves of absence.
  • Manage paper and electronic employee records consistent with record retention policies and programs
  • Identify, communicate and resolve overpayment issues with employees. Track, monitor and communicate progress to partners in Finance office.
  • Partner with Central University payroll and benefit offices as need to resolve questions related to payroll and payroll data.
  • Analysis & Reporting
  • Identify any inconsistencies, potential problems, conduct appropriate research and follow-up on problems, including contacting and working with staff and leaders to resolve.
  • Working in partnership with CTY Accounting & Financial Services departments to maintain the default cost account and providing insight into budget reconciliation for payroll expenditures for employees
  • Partner with CTY Finance department regarding overpayments, salary cost allocation, etc. Audit and reconcile payroll actions.
  • Systems Development & Management
  • Develop a thorough understanding of SAP functionality, including how the system integrates and/or impacts other internal JHU/CTY systems as related to time keeping and payroll
  • Develop and document standard operating procedures for the payroll department.
  • Analyze payroll processes to identify areas for process improvements and streamlining
  • Recommend process and functionality enhancements to HR Director to ensure an efficient, accurate and complaint payroll process
  • Maintain confidentiality of payroll/personnel information at all times

Talent Acquisition Coordination & Support (30%)

  • Provides operational and administrative support in a high-volume, fact paced recruiting environment.
  • Participates in extensive candidate research and sourcing activities
  • Provides administrative support for pre-employment screening including reference checks, fingerprinting and other background check requirements.
  • Assist with scheduling and conducting new employee on-boarding required to obtain appropriate documentation to hire full-time and part-time casual staff.

Training Coordination & Support (15%)

  • Monitor and report on staff training and certification compliance. Ensure training and of staff members are documented according to University practice and regulatory requirements.
  • Work with third party training vendors to coordinate in-house trainings. Ensure coordination of a variety of training calendars across the Center to facilitate securing training rooms and managing other logistics required for participants to have a positive experience. Assist with registration and enrollment.

Minimum Qualifications (Mandatory):

  • High School Diploma or GED
  • Three (3) years related experience

Preferred Qualifications:

  • Bachelor's Degree in Human Resources, Business Administration, or other related field is preferred
  • Working knowledge of CA labor law a strong plus
  • Experience working with SAP is preferred
  • Additional education may substitute for required experience, to the extent permitted by theJHU Equivalency Formula

Special Knowledge, Skills & Abilities:

  • Knowledge of HR related laws and regulations including FLSA requirements
  • Possess outstanding analytical and problem-solving skills
  • Demonstrated ability to meet deadlines and prioritize work assignments
  • Proactive and empathetic approach to customer service
  • Advanced knowledge of Microsoft Office tools including Excel
  • Comfort level and ability to communicate with staff at all levels

Physical Requirements:

  • Ability to sit in a normal seated position for extended periods of time
  • Dexterity of hands to operate a computer keyboard, mouse pad and other office machinery
  • The incumbent will be required to communicate regularly via telephone and face to face with internal and external customers and must be able to exchange accurate and timely information in these settings
  • Position also requires a degree of mobility common to working in an office environment; bending, kneeling or standing during events and presentations may be required

Additional Information:

  • Applicants must be authorized to work in the US
  • All employees participating in or serving children in University programs must participate in mandatory Child Abuse Prevention online training on the appropriate conduct around children, protecting children from abuse and neglect, and reporting of known or suspected child abuse and neglect

Supervisory Responsibility:

  • Oversee the payroll functions and training for the Payroll Assistant and agency employee positions

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
