Collections & Academic Services is seeking aManager of Collections Strategies (Librarian III) who will serve in a leadership capacity to develop and oversee strategies to operationalize collective change in the development and management of the JHU University Libraries collections, especially strategies around open access in relation to collections. This position reports to the Associate Director, Collections and Academic Services and assists in the development and allocation of the budget. This role must liaise and collaborate with a wide variety of library and university-wide stakeholders to build strategies that serve the content needs of the libraries, researchers, and students. The role provides outreach and education to the JHU community about the changing scholarly publishing landscape including compliance with open access policies, the emergence of new forms of scholarly communications, and continuing long-term access through repositories.
Specific Duties & Responsibilities:
- Oversees strategies to operationalize collective change in the development and management of the JHU University Libraries collections, including strategies around open access in relation to collections.
- Assists in the development and allocation of the collections budget.
- Develops and proposes policies, standards and best practices for collections-related functions. Manages the internal onboarding, training and education program for staff with collection development responsibilities.
- Maintains relationships and productive communication with information resource vendors and publishers; works with Associate Director to develop effective negotiation strategies.
- Participates as an active member of JHU Eresources Management Group.
- Provides outreach and education about changing publishing landscape to the JHU community.
- Chairs USMG’s Scholarly Communication Group and serves as staff to the Scholarly Communications Steering Committee.
- Works with Assessment Librarian, Head of Library Applications Group, liaison librarians and others to oversee collection analysis to assess and analyze the Libraries’ collections in all formats.

Researches, designs, and
tests methodologies for collection analysis and assessment
appropriate to the needs of the Libraries. The position will
understand how these data correlate to provide the broadest
possible picture of ways in which the library’s collections are
being used. Monitors trends in collections usage at JHU to identify
changing needs and interests of JHU's scholarly
community.
Tracks publication and
citation patterns of JHU faculty and graduate students to better
understand their preferences regarding publication venues
(publishers and titles, open access, etc.)
Assists the AD in the
preparation of reports that demonstrate the value of the
collections to internal and external audiences.
Provides support for
effective JHU participation in collaborative collection
initiatives, which may extend across the JHU campus and beyond JHU,
Borrow Direct, and other state, regional, and international
programs.
- Represents the Sheridan Libraries on various committees both internal and external as assigned.
Minimum Qualifications (Mandatory):
- MLS or equivalent in a related field.
- 3-5 years of professional academic library experience with an emphasis on strong collection development and management skills.
- Knowledge of research data and scholarly publishing services. Knowledge of Open Access publishing models, policies and efficacy
- Ability to gather, analyze, interpret data from multiple sources.
- Ability to present complex data in a manner that is understandable to experts and lay people alike.
- Strong oral, written, and visual communication skills.
- Demonstrated ability to work collegially and cooperatively within and across organizations with a diverse range of stakeholders.
- Demonstrated ability to work effectively in both team-based and self -directed environments.
- Commitment to a diverse and inclusive working environment.

- Experience providing outreach, consultation, and instruction to a range of researchers (faculty, students, administration).
