Director - Examinations, Assessment and Research

The Hong Kong Examinations and Assessment Authority (HKEAA), established in 1977, is an independent statutory body. The major function of the HKEAA is to administer public examinations in Hong Kong. Our scope of responsibility extends to administrating significant numbers of international and professional examinations. At the HKEAA, our team of well trained, experienced and professional staff is committed to conducting high-quality examinations and assessments and providing related services.

The vision and mission of the Authority is to be a world-renowned and well-trusted examination and assessment services provider that meets educational and societal needs by providing valid, reliable and equitable examinations and a range of assessment services in a professional, innovative, efficient and effective manner.

The HKEAA is governed by an Authority Council, comprising a chairman and 16 members. Currently, there are around 350 full time employees. In addition, more than 10,000 education professionals are employed on a part time basis to assist with large scale examinations.

The Role

The primary roles of the Director – Examinations, Assessment and Research is to take leadership of the Examinations, Assessment and Research directorate by formulating strategies and policies governing research initiatives, the promotion of assessment for learning, analytics in support of the standards of the HKDSE, the improvement and smooth operation of the Territory-wide System Assessment project, providing high-level support for the other examination / assessment services, exploring partnership / collaboration opportunities with external parties, including identification of business opportunities to drive revenue and research projects to gain international visibility / recognition for the Authority, and ensuring smooth operations of the divisions under the directorate.

The Person

• Doctoral degree, preferably in educational assessment / psychometrics / statistics;
• At least 15 years' working experience, of which ten years preferably in a leadership role managing professional teams of multiple disciplines. Experience in public sector or tertiary institution is preferable;
• Strong business acumen with strong experience in business development and operation of international and professional examinations;
• Rich experience in leading and managing research projects and / or developing and delivering educational assessment services, with at least five years in a project leader role;
• Experience in bidding, managing and accounting for publicly funded research / survey projects would be an advantage;
• Proven ability to provide effective leadership and to manage change in a politically sensitive environment;
• Profound knowledge of operating international and professional examinations, and educational assessment;
• Knowledge of research concepts and methods, statistical tools and methodologies as well as global trends of educational assessment / measurement;
• Well-developed interpersonal skills and the ability to communicate and inter-relate effectively in a multiple stakeholder environment;
• Excellent communication skills in written and oral English as well as Chinese (Cantonese & Putonghua);
• Excellent organisational, planning, and analytical skills with strong initiative in business development;
• Excellent report-writing and presentation skills.
