Job Summary

Reporting to the Director of the Pennsylvania Fabric Discover Center (PA FDC) and the Center for Functional Fabrics, the PA FDC Program Manager administers a variety of federal contracts and subcontracts in accordance with applicable federal, state, and local laws, and University policies for the PA FDC.

The PA FDC Program Manager will have developed trusted relationships with government staff responsible for major programs, built during the candidate’s past delivery experience on federal programs, and will lead PA FDC effort to secure new or re-compete contracts. The person in this position will possess a range of traditional business development skills coupled with strong knowledge of defense products and needs. This position will work with the Director and PA FDC staff to ensure compliance with government contracts and drive proposal development for new funding efforts.

Essential Functions
  • Understand and communicate Defense market trends, including major manufacturers, suppliers, prominent current/upcoming platforms, and general government spending trends.
  • Maintain relationships with key stakeholders within the Department of Defense’s science, technology, and acquisition community.
  • Ensure PA FDC compliance with Department of Defense rules and regulations.
  • Track and provide assessments on key Department of Defense programs and funding opportunities.
  • Prepare proposals for Department of Defense funding opportunities.
  • Review contract terms and conditions.
Required Qualifications
  • Bachelor’s Degree in Business, engineering, systems acquisition management, or another appropriate field
  • 4 years relevant military service or civilian Department of Defense experience.
  • At least 4 years of experience in acquisition; at least two years of which were performed in a systems program office or similar organization.
  • Experience in government acquisition, planning, programming, and budgeting & execution, policy development
  • Deep understanding of the Department of Defense Grants and Agreements (DoDGARs) and Federal Acquisition Regulations (FAR).
  • Deep understanding of Defense market trends, including major manufacturers, suppliers, prominent current/upcoming platforms, and general government spending trends.
  • Experience maintaining relationships with key stakeholders within the Department of Defense's science, technology, and acquisition community, including program technical monitors, contacting officer representatives and specialists, and contracting officers.
  • Ability to track and provide assessments on key Department of Defense programs and funding opportunities.
  • Excellent written and oral communication skills.
  • Ability to organize and prioritize workload.
  • Excellent time management skills.
  • Must be detail-oriented individual and a strong self-starter.
  • Good negotiation skills for working with customers and suppliers.
  • Ability to work well as an individual and as a member of a team.
  • Ability to work well under pressure in an environment of shifting priorities and change.
  • Ability to manage multiple projects with strict deadlines.
Preferred Qualifications
  • Advanced degree in business, engineering, systems acquisition management or another appropriate field.
  • Department of Defense Acquisition Level III Certified in program management, systems engineering, etc.
  • Certified as PMC PgMP (Program Management Professional), PMP (Project Management Professional), or CAPM (Certified Associate in Project Management) or willingness to obtain certification.
  • Management and leadership training.
  • 10+ years relevant military service or civilian Department of Defense experience.
  • Understands ITAR restrictions and other global trade compliance issues for defense products.
  • Experience working with traditional defense contractors throughout the supply chain, including OEMs and other major suppliers.
  • Experience with defense platform systems engineering, sub-systems engineering especially relating to functional fabrics and textiles.
