Primary Purpose of Organizational Unit

Planning and Design provides overall planning, design, and construction management of both new and renovation capital improvement projects for the University. Through assessment of existing facilities and direction from senior administrative officers, manage the budgeting, design and construction of these projects. The Architectural and Construction Services Department supports the Business Affairs Division and the University mission by providing the highest quality, and most cost effective services in the functional areas facilities renovation and construction, and facilities related studies and surveys. These services are available to all university divisions to assist them in meeting stated goals and objectives, and to advance the University’s vision of the Master Plan.

Brief Summary of Work for this Position

The Facility Construction Engineer Capital Project Manager manages capital projects from advanced planning through the various phases of the design process, and through construction and closeout. In addition, this position:
  • Establishes and manages project budget and schedule
  • Oversees the designer and CMR selection process and manages the bid process
  • Reviews design and bid documents prepared by outside consultants for constructability and maintainability and solicits feedback from other University stakeholders
  • Prepares project status reports for University administration and attends project status/review meetings
  • Assists in preparing or providing input to the development of general construction and renovation capital improvement projects
  • Acts as liaison between University stakeholders and design and construction team
  • Requires considerable knowledge of the principles, practices and theories of construction and engineering, architecture, extensive knowledge of materials, soils, foundations, construction techniques, project management, and of the codes, laws and ordinances pertaining to the construction and renovation of buildings and other facilities
  • Requires knowledge of the NC State Construction Office and UNC System Office design and construction guidelines is a plus
  • Speaks to public contacts to explain design standards and building code regulations, or appears before a regulatory/judicial body, provides consultation and technical assistance, and negotiates to determine the feasibility of project implementation or continuation
  • Uses judgement to make sound decisions that directly impacts life, health, safety and/or the environment
  • Designs and/or reviews the design of outside consultants and reads and interprets all related plans and specifications
  • Estimates costs, monitors and manages construction projects, and will technically direct others and review and evaluate their work
  • Communicates effectively both orally and in writing to establish and maintain effective working relationships


Minimum Education and Experience Requirements

Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience

Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors.

All degrees must be received from appropriately accredited institutions.

Preferred education, professional skills and experience

Work may require professional licensure or other certifications.

Qualification for professional licensing/registration preferred, but not mandatory.
