The Business and Budget Manager is responsible for all aspects of the day-to-day and longer-term operational and support services for the program and provides administrative support to the Program Director. The Business and Budget Manager oversees and coordinates office administration and procedures within the Project Advance business office unit to ensure organizational effectiveness and is responsible for preparing regular budget reports to assist the Director with cost projections and strategic planning.

The ideal candidate is comfortable wearing multiple hats, able to work independently with little or no supervision, and capable of supervising office staff and delegating tasks. The Business and Budget Manager is highly organized, adaptable, conscientious, and enjoys the administrative challenges of supporting an office of diverse people as well as a diverse and sizable group of external school partners. Qualifications
  • Bachelor’s Degree (preferably in business management, finance, accounting, or similar)
  • 3 years plus experience in operations or administrative management
  • Excellent oral and written communication skills
  • Experience preparing and analyzing budget reports preferred

Responsibilities
Assist Director with financial management of the operating budget and serve as liaison with the Office of Budget and Planning. This includes budget preparation and analysis; revenue, expense, and strategic forecasting; identifying variances between actual and budgeted financial results at the end of reporting periods; and suggesting spending improvements for program efficiencies and sustainability.

Oversee daily management of Project Advance office operations, including all financial, business, and academic record matters:
  • Direct all business/clerical functions, including but not limited to accounts payable/receivable, payroll, purchasing, and oversight of data processing systems including all academic records, archiving and record management and related reconciliations.
  • Ensure the security, integrity, and confidentiality of data.
  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
  • Determine policies and process improvements related to business and fiscal operations.
  • Develop, train, and supervise (5) nonexempt FT support staff, as well as temporary and work study employees.
  • Establish and evaluate staff priorities, goals, and performance, as well as develop procedures and standards to guide the operation of the business office.
  • Oversee timely and courteous response by business office staff to inquiries, complaints, requests, etc. from external stakeholders; ensure general adherence to and implementation of Syracuse University academic policies related to course registration, grade assignment, etc., and provide resolutions as necessary.
  • Ensure compliance with Human Resources policies and reporting and hiring procedures.
  • Other position-related duties as assigned.
