Summary of Job Duties:The Arkansas Procurement Technical Assistance Center (PTAC) seeks an experienced professional to help businesses understand how to find, bid, win and perform on government contracts. The Procurement Counselor will oversee operations of the Arkansas PTAC satellite office in Bentonville, Arkansas located at NorthWest Arkansas Community College (NWACC).

The Arkansas PTAC Procurement Counselor interacts with existing small business owners through free, appointment-based, confidential one-on-one advising, research, and training.

The Arkansas PTAC seeks to ensure businesses in the region are winning government contracts and subcontracts so that they can grow/diversify their business and further contribute to the economic vibrancy of our community. By providing technical assistance on how to find contracts, bid on them responsively, and comply with post-award terms and conditions, local businesses in the region are more likely to succeed long-term in the marketplace. The Procurement Counselor will also teach short courses on doing business with government agencies. Through engagement with the business community, the Procurement Counselor must be able to leverage mutually beneficial partnerships to deliver services in support of PTAC clients. The Procurement Counselor acts as an instructor, coach or mentor, assisting clients to prepare and position their business to find and respond to suitable government contracting opportunities.

The Procurement Counselor’s job duties include but not limited to:
•tGuide businesses through the process of finding, bidding, and performing on government contracts and sub-contracts.
•tGuide businesses through the process of assessing their capacity/suitability for government contracting.
•tAssist businesses with government registrations (i.e. www.sam.gov) and certifications (SBA’s Hubzone, 8a, etc.) related to selling to the government, finding opportunities, marketing to government buyers, bidding, getting paid, proposal development, interpretation of regulations, and more. Assistance is provided primarily through workshops and one-on-one counseling with the businesses by phone, in person or virtual meetings or by email.
•tCoordinate workshops and events that increase knowledge of government contracting.
•tReview and disseminate bid opportunities and subcontracting opportunities to clients.
•tDevelop and maintain relationships with federal, state, and local government agencies and prime contractors.
•tDevelop and maintain relationships with other business resource providers throughout the region.
•tMeet or exceed individual and team program goals for number of counseling sessions, events, etc.
•tCollaborate with other PTAC counselors throughout the state and region to share best practices.
•tParticipate in training events that are relevant to the needs of clients and/or required by funder.

Qualifications:

Minimum Qualifications

A Bachelor’s degree in business administration, government contracting or related field with three years relevant professional work experience or a related Master's degree is required.

Preferred Qualifications

A Master’s degree in business, government contracting or a closely related field and a minimum of 3 years of relevant work experience or a Bachelor’s degree in business, government contracting or a closely related field and 5 years of relevant work experience to include:

  • Previous PTAC or other small business program experience as a counselor/advisor,
  • Previous government contracting experience as a buyer, purchasing agent or contract manager,
  • Experience as a contracting officer for a federal government agency, or
  • Experience in establishing economic development, community, and business relationships.


Skills:

  • Demonstrated competency to independently manage programs.
  • Knowledge of or willingness to quickly learn government contracting principles and how to apply them to the client’s business success strategy.
  • Strong computer skills to research government marketplace and navigate registrations and online government systems.
  • Ability to manage multiple tasks and projects.
  • Ability to listen critically to identify needs and solve problems.
  • Strong, professional written communication skills.
  • Strong verbal communication skills, including public speaking in front of public audiences a plus.
  • Initiative and resourcefulness – you will frequently have to research answers to clients’ questions with little direction.
  • Work well within a team environment and collaborative approach to work.
  • High proficiency with Zoom, Microsoft Word, Excel, PowerPoint, Outlook.
  • Ability to adapt to new technology and online programs.
