Summary of Job Duties:Reporting to the Director of Environmental Health & Safety & Chemical Hygiene, provides chemical hygiene program oversight and leadership; manages and implements the University’s Chemical Hygiene Plan, including chemical safety and waste management, environmental compliance, elements of industrial hygiene, and elements of the fire safety program; manages chemical inventory systems; provides technical consultation and training to faculty, staff, students, and visitors; writes technical reports, policies and procedures, and safe operating procedures for safe chemical management; prepares and submits required regulatory agency reports; responsible for the University’s compliance with a variety of Federal, state, and local regulations; provides 24-hour availability in responding to major chemical spills which activate the Incident Command System. This position also serves as the University Radiation Safety Officer. This position is governed by state and federal laws, and agency/institution policy.

Qualifications:

Job Duties & Responsibilities:


  • Hazardous Materials - Manage the hazardous chemical waste program including receipt, collection, classification, storage, consolidation, and disposal in compliance with all applicable regulations; direct chemical re-distribution to minimize chemical wastes.

  • Hygiene - Serve as the primary resource for oversight of chemical hygiene and maintaining cleanliness and safe practices where chemicals are used and stored; provide primary and backup coverage for biological and chemical spills; ensure that lab workers are trained and prepared for chemical spills and emergencies; participate in the investigation and corrective recommendations of various accidents involving chemical or physical hazards; complete accident reports; file reports with regulatory agencies and appropriate committees.

  • Audits/Inspections - Develop, implement, and manage laboratory audit/inspection program, provide audit reports to department heads, ensure compliance with audits, recommend corrective actions to the EHS Director and department heads, implement corrective measures as directed, ensure compliance with current federal, state, and local regulations, including file maintenance for documents, permits, reports, etc.

  • Training - Develop, administer, and conduct various laboratory safety and related regulatory compliance training programs for University faculty, staff, students, and visitors; manage and maintain online training modules; train and enforce the utilization of all personal protective equipment and other university hazardous material policies; ensure compliance with various acts and ordinances; update policies, programs, plans, and other safety information; develop policies and programs in chemical safety; ensure appropriate surveillance and testing where worker health is concerned.

  • Inventories - maintain chemical inventories through the ESA Chemical Assistant software; oversee inventory program for university departments engaged in the use of hazardous materials; develop and manage all components of ESA software; provide training and support to users; work with software designers to maintain and enhance database; collect and bar-code chemicals and other materials as required. Audit chemical inventories routinely as established by the EHS Director to ensure the safety and security of chemical use and distribution. Work with Principle Investigators and assigned lab workers to establish and conduct routine reconciliation of chemical and biological inventories; manage collection and maintenance of SDS library.

  • Safety Equipment - Ensure proper operation of laboratory equipment including chemical fume hoods, bio-safety cabinets, and sterilization devices; verify, test, and maintain (or oversee testing and maintenance) of safety equipment such as safety showers, eye-washes, and monitoring equipment.

  • Regulations - Maintain thorough knowledge of safety regulations and interpret standards, codes, and regulations issued by various governmental bodies; implement programs/policies to maintain compliance and assess effectiveness; serve as a technical resource person for chemical safety and health information to all university employees; represent the university on various committees as needed.

  • Radiation - Serve as the campus Radiation Safety Officer; oversee use of radioactive materials; maintain inventories and oversee use and maintenance of radioactive detection equipment; perform audits and tests as required by the UA Little Rock Radioactive Material License; maintain calibrations of all detection equipment; oversee training of authorized users and ancillary personnel; serve as the technical resource person for the university; manage and maintain license and amendments as required by Arkansas Department of Health, Radiation Control; maintain the university’s Radiation Safety Manual; be able to interpret and ensure compliance with regulations.

Required Education &/or Experience:

  • Bachelor’s degree in chemistry, industrial hygiene, or related 4-year degree program;
  • T wo (2) years of related experience in chemical safety or industrial hygiene;
  • Experience related to the development and management of chemical safety programs and inventory systems.


Preferred Education &/or Experience:

  • Master’s Degree in Chemistry, Certified Hazardous Materials Manager, Certified Hazardous Materials Practitioner, DOT/RCRA Certification, HAZWOPER, Certified Industrial Hygienist, Certified Radiation Safety Officer, Certified Chemical Hygiene Officer;
  • Knowledge and experience in Health Physics ;
  • Extensive knowledge of Federal, state, local, and institutional requirements related to the safe use and control of chemical and radiological agents, fire safety codes, and life safety codes;
  • Experience using ESA Chemical Safety Assistant software or other recognized chemical management systems;
  • Supervisory experience.
