About the Position:
The Facilities Management Department is committed to planning, developing, and maintaining a safe, sustainable, and high quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University's facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We are seeking an exceptional individual to join our Physical Plant Administration team as the Utility and Energy Analyst (Administrative Analyst/Specialist-Exempt III). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under the general direction of the Associate Director of Plant Operations, the Utilities and Energy Analysts plans, develops, integrates and coordinates the critical campus wide energy efficiency program. Responsibilities include management support, complex project leadership, policy and regulatory compliance, assessment and reporting, financial tracking, coordination with utility companies, auditing and billing. Functions as a Key Technical Advisor. In addition, Utility and Energy Analyst investigates and continuously researches new energy efficiency building system technologies creates energy dashboards, develops automated utility billing systems, and information technology integration. Identifies and submits for rebate and grant funding. Requires coordination with various consultants, student workers and interns, as well as training and educational outreach programs. Position requires the integration of all functions with the campus Strategic Energy Plan. Other duties as assigned.


Essential Qualifications:
Bachelor’s degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs PLUS six years of related experience. Thorough knowledge of and ability to apply extensive expertise to complex programs and administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems,

and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Oversees the day-to day operations of the area and is accountable for short and long-term goals and objectives. Serves as a key technical advisor to executives and management. Independently manages and implements complex projects and business solutions within the organization and uses substantial judgment in the analysis, interpretation, integration and application of complex data. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to develop new strategic approaches and solutions. Ability to work with representatives from public and private entities and handle potentially sensitive situations. Proven ability to work in a team environment and promote Diversity, Equity, and Inclusion in department operations, programs and services. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus. Ability to communicate effectively with people at all levels inside and outside the organization. Ability to train others on new skills and procedures and provide lead work direction. Excellent analytical, communication, interpersonal and customer service skills.

Preferred Qualifications:
Thorough knowledge of utility systems and energy management concepts. Knowledge of utility distribution, building equipment and controls. Ability to understand construction plans. Knowledge of computerized energy management, information management and facilities management information systems. Leadership skills and experience with budget management, project management, building systems and work scheduling. Experience working within a large university or in a higher education setting.
