Chief Government Relations Officer

Job Description Summary:
The Chief Government Relations Officer (CGRO) reports to the President's Office and serves as the primary liaison for the University Community with federal, state, and local elected officials, staff, and government agencies. The position actively promotes the University priorities, mission and successes with state and federal officials. The position develops and maintains a positive image for the University and strengthens lines of communications with key stakeholders, regional organizations and the business community throughout Inland Southern California, Sacramento and Washington DC. These interactions and relationships should enhance the University's visibility and increase local, state, and federal funding.

POSITION OVERVIEW:

Reporting to President, the Chief Government Relations Officer works in close collaboration with the President's Office, the University Advancement Executive Team, the Office of Strategic Communications, and the President's Cabinet. Through these efforts, this individual furthers communications, media relations, government relations, industry relations, marketing and development.

Specific Duties:
  • Cultivates and fosters bipartisan alliances to address state issues of importance to the University and to serve as a liaison between the University and state officials and agencies.
  • Partner with the Office of Strategic Communications and the Office of University of Advancement to consistently share with external constituents the University of La Verne’s mission and accomplishments.
  • Identify the University of La Verne’s government audiences. Once identified, develop a specific and targeted plan for engagement with each.
  • Increase the University’s scope of influence at local, regional and state levels
  • Monitor regulations at the Federal level.
  • Partner with Washington DC consultants engaged by the University of La Verne.
  • Develop a robust process to track state and national level initiatives.
  • Identify government champions - elected officials congress, senate, etc. and give them the social media quotes about social mobility, rankings, etc., so that they may post those immediately.
  • As appropriate, be actively engaged with regional organizations that promote workforce development, diversity, economic impact, etc.
  • Consistent engagement with the President’s Cabinet.
  • Align this position’s outreach, activities, and scope of influence with the University’s 2025 Strategic Vision.
  • Be fully aware of the 2025 initiatives (transformative, bridge, and incremental) in order to assist with outreach and fundraising, as appropriate.


Minimum Qualifications:
  • Bachelor’s Degree in related field
  • A minimum of 3 years experience with Government Relations
  • Demonstrated experience researching and writing local, state and national grants
  • Outstanding writing and research skills
  • Experience working with Hispanic Serving Institutions of Higher Education
  • Knowledge of practices and procedures associated with building and maintaining effective working relationships with all levels of internal and external constituencies
  • Advanced written, verbal, and interpersonal communication skills, including skill to produce information that is appropriately presented and effectively received by target constituencies
  • Skilled public communicator
  • Active listening skills
  • Critical thinking and analytical skills


Preferred Qualifications:
  • Master’s Degree
  • Advanced knowledge of issues of concern in higher education
  • Advanced knowledge of the governmental process
