Johns Hopkins Public Safety is seeking a Security Officer, Supervisor who will provide security services to the Human Language Technology Center of Excellence facilities and activities. The HLTCOE consists of 1 building in Baltimore City. HLTCOE Security Officers are customer service oriented, dedicated to providing a safe environment for researchers, staff, students, and visitors.

Responsibilities include uniformed patrols and crime prevention services to protect life and property of the HLTCOE; offering proactive support of HLTCOE student and staff initiatives; development and maintaining a positive rapport with HLTCOE students, faculty, staff, visitors and other members of HLTCOE community; coordinating and cooperating with various HLTCOE administrators in the preliminary and follow-up investigation of complaints; reporting criminal offenses and disruptions; enforcing University and HLTCOE policies and regulations, state laws and Baltimore City Ordinances; writing reports and keeping records; monitoring electronic surveillance equipment and key access control. Position involves managing shift work and may include schedule changes as needed to meet security requirements.

Note - This position is a non-sworn, unarmed position within the current security organization.

Shift assignments are determined by the needs of the department (assigned by supervisor after training is complete).

Specific Duties & Responsibilities

  • Supervise all internal HLTCOE guards and primary POC between HLTCOE and University contracted security service who provide additional guard service at the HLTCOE.
  • Supervise, manage, and create schedules for all guards, internal and contracted, to ensure complete coverage of facility needs.
  • Supervise, plan and coordinate the activities and operations of security staff within assigned shift.
  • Serve as the responsible official (watch commander) in charge of security police operations.
  • Update post orders and disseminate updates to all guards as needed.
  • Train current and new officers on the facilities’ post orders, facility checks, and procedures.
  • Hold guards responsible for following all procedures and post orders, and take corrective actions when guards fail to follow orders.
  • Ensure all guards are in proper uniform, post is manned and being guarded in accordance with existing post orders.
  • Patrol assigned areas on foot.
  • Monitor Alarms by physically responding to audible alarms and alarm calls within HLTCOE and following proper procedure. Conduct investigations; maintain confidentiality while writing clear, concise and accurate reports.
  • Conduct security inspections of HLTCOE facilities and areas, reporting conditions as they may be necessary, including random inspections of desks, bags, containers, and all incoming and outgoing personnel
  • Provide escorts, badges and other general services, including locking and unlocking buildings and rooms.
  • Check-in and check-out HLTCOE visitors, including issuing and logging visitors’ badges
  • Work flexible shifts and any day of the week that includes holidays or weekends to assist with operational and special event assignments.
  • Use various computers and other equipment as a routine function of this position.
  • Perform other security related services for the faculty, staff, students, and visitors of The Johns Hopkins University as may be necessary.
  • Provide general security and customer service/informational services for HLTCOE activities which include special events and possible evening and weekend events.
  • Direct investigative activities at a crime scene or significant or unusual event.
  • Effectively utilize available resources by assigning personnel and monitoring their work to ensure proper performance of security functions.

Machines and/or equipment used on the job

  • Operate a variety of machines and equipment including office equipment, telephone, and Guard Tour Verification System.

Knowledge, Skills and Abilities

  • Professional customer service skills.
  • Must be able to walk and stand for extended periods of time in order to conduct routine rounds and to patrol buildings and campus.
  • Strong interpersonal and communication skills are necessary to effectively deal with HLTCOE students, faculty, and staff.
  • Candidates must be able to demonstrate their ability to understand verbal and written direction, maintain a professional demeanor and restraint at all times, which includes stressful situations.
  • Ability to work independently in absence of a supervisor, be able to make observations and write clear, concise, accurate reports containing acceptable content with proper grammar and punctuation reflecting these observations.
  • Basic computer usage and Microsoft Word.


Minimum Qualifications
  • US Citizenship is required.
  • Bachelor’s Degree in related field or graduate of certified police academy.
  • Ten years’ experience in law enforcement related field (city, county, state, university, federal agency) with 5 years of law enforcement supervisory/management experience. Must pass a University criminal background investigation.
  • Willingness to apply for and maintain a government security clearance.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Active TS/SCI with polygraph
  • Prior security or law enforcement experience.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
