The Department of Physical Medicine and Rehabilitation is seeking a Program Director who will have a dotted line reporting structure to both the Administrator and Clinical Department Director. The Program Director is a member of the Renew Center Executive Leadership Team which includes the University Provost, President, COO, department directors, and General Counsel for the Renew Center of Excellence (Center). This position serves as the Center’s accountable leader, with responsibility for representing and implementing the priorities and vision for both internal stakeholders and Sponsor of the new center.

This position leads program planning and implementation for the Center as well as clinical initiatives within the broader department. Areas of responsibility include: liaising with inpatient clinical operations, managing outpatient clinical operations, financial oversight, staff and faculty recruitment, facility identification and maintenance, management of telemedicine, and tracking of KPI’s/metrics on a monthly basis. Responsible for meeting the deliverables of this strategic initiative, establishing a sustainable model that can be expanded and producing data driven reports for all stakeholders.

The role includes collaborating with a diverse set of JHM leaders such as finance, legal, human resources, multiple clinical and administrative departmental and JHHS leaders. In addition, the Program Director works across all divisions of the Sponsor to lead Center’s establishment and work toward achieving successful outcomes.

The Program Director must be well versed in clinical operations, human relations, telemedicine, billing, compliance, and financial management. Experience in complex health care environments as well as strong leadership, negotiation, and relationship building skills. Must be capable of balancing multiple competing priorities, timelines, and varied interests in a collaborative and equitable manner.

Specific Duties & Responsibilities:

  • Provides strategic advisement and direction on creation of Center of Excellence as well as departmental clinical priorities
  • Leads implementation of multi-disciplinary care centers, develops solutions to barriers, ensures patient satisfaction, efficient use of resources, and integrated delivery of care.
  • Responsible for progression of activity/accountability through follow-up, timelines, milestones, and updates to key stakeholders.
  • Identifies, justifies, and tracks needed resources.
  • Key member of Executive Committee to ensure goals related to 24/7 concierge assessment, triage, access, and clinical care for approximately 40 acute international Medi-Vacs and approximately 400 ongoing patients a year. Develops and maintains a patient roster and systems for regular follow-up and treatment based on clinician recommendations.

Financial Responsibility:

  • Responsible for the financial performance of Center of Excellence. Oversees additional clinical departmental budgets.
  • Center includes annual fixed fee budget of $5 million as well as clinical billings from primary and secondary payors.
  • Provides variance reporting and corrective action plans for overall annual budget performance.
  • Works with the relevant clinical departments to establish a system for billing and invoicing.
  • Manages development of detailed business plans for comprehensive program as well as by individual department/division.
  • Re-projects resources for expansion or contraction.

Locations/Facilities:

  • Identifies space for initial launch of Center in Baltimore.
  • Works with JHHS NCR leadership to identify opportunities for clinical services in the DC metro area.
  • Submits and justifies facility capital needs.
  • Implements telemedicine program in conjunction with on-site care.
  • Creates PCP network referral program for multiple locations.

Human Resources:

  • In collaboration with departmental leadership and Central Human Resources support, such as Talent Acquisition and Compensation, this role has several areas of human resource responsibilities:
    • Staff: Recruit, supervise, and evaluate patient navigators, analyst, medical office coordinators, case managers, administrative coordinator, and others as program grows or changes. Responsible for selection and assignment of staff, performance evaluations, salary setting, reclassifications, and resolution of personnel problems.
    • Faculty: Supports multiple departments (PM&R, Neurology, DOM-GIM, Psychiatry etc.) in recruitment of faculty. In addition, work with JHCP and other referral mechanisms to establish PCP network as each patient must be assigned a PCP. Includes contributing to profit and loss statements, business plans, the SOM approval process, and writing offer letters in collaboration with existing departmental processes.
    • Authority/Supervision: Works independently to set individual work priorities. Makes high-level management decisions. Successfully builds relationships with departmental teams, JHM leaders, as well as diverse set of Government Executives.
  • Committee Membership: Key participant in executive meetings, leads agenda preparation, co-leads working groups, and is primary point of contact for weekly Sponsor planning and update meetings.
  • Reports/Metrics: Oversee production of various reports utilizing institutional data to create monthly, quarterly, and annual financial reports for Clinical Department Director, Administrator, and Sponsor. Design and produce other special reports as requested by Sponsor or JHM leadership.
  • This position will establish and maintain communication channels with staff and physicians to ensure that they receive information on internal and external issues which effect the operations of the assigned areas, as well as provide advice, assistance, and service that aids them in attaining related objectives; and to be a source of information to senior leadership and other external and internal personnel.
  • Serve as a liaison between JHM and Sponsor. Works to address patient or Sponsor complaints and ensure prompt resolution of their concerns. Ensure 24/7 availability for patients and Sponsor.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Business, Finance, Accounting, Health Administration, or other related discipline required.
  • Minimum seven years of progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center or unit, including 2 years financial management experience (e.g. planning, directing, monitoring, organizing and controlling monetary and non-monetary resources).

    Healthcare administration and operations experience required (Quality Clinical Program development and implementation, telemedicine, Project Management, Finance, Operations).

Preferred Qualifications:

  • Master’s Degree strongly preferred.

  • Ability to function effectively in a fluid, dynamic, and rapidly changing environment highly‑complex medical center‑wide systems and programs, resolve problems and improve financial and operating outcomes for large department.
  • Work requires the analytical and organizational skills necessary to plan for, design or enhance highly complex Medical Center‑wide systems and programs, resolve problems in a matrix organization, and develop financial and operating plans for high level stakeholders across multiple entities.
