Position Summary:

Under the general direction of the Transportation Services Associate Director, this position is responsible for all aspects of two areas within Transportation Services: the Annual Permit Program and Customer Service operations. Transportation Services programs generate almost $20 million in revenue annually, and provide service to over 60,000 faculty, staff & students as well as an estimated 4.6 million campus visitors annually. Primary responsibilities include program management and policy development for the Annual Permit Program and Customer Service operations. The Permits Manager will provide continuous feedback to management on the fiscal impact of policy decisions via comprehensive research, analytic reports, and ongoing dialogue.

This position will spend the majority of their time improving and implementing the annual permit process and system (application and distribution of permits campus wide); develop reports, spreadsheets, and budgets for permits and customer service; reconcile complex ledgers pertaining to Annual Permit Program and Customer Service, prepare diversified reports of income and expenditures, and develop financial statements for each area of responsibility. This manager works closely with other managers to ensure accuracy of sale transactions and available occupancy in all surface lots and garages to eliminate oversell and provide online and in office sales for campus community.

This position is responsible for recruiting, hiring, training, scheduling, evaluation and discipline of employees. Responsibilities also include system management, research and analysis of parking management technology and options; and special assignments and projects, analyzing program needs, collecting data and information, developing options and plans, issuing recommendations, and establishing priorities and overall system strategies. This position will play an integral role in training, consulting, coaching on PAS (Permit Application System) to all UTC's (Unit Transportation Coordinators).

Degree and Area of Specialization:

Bachelor's degree in business administration, finance, accounting or a related subject preferred.

Minimum Years and Type of Relevant Work Experience:

Minimum of three years of experience in a supervisory or management role. Experience working in a Transportation or Parking environment a plus.

Additional Information:

* Knowledge of parking/permit operations and revenue controls.
* Knowledge of parking and transportation accounting, auditing and budget practices.
* Knowledge of computers and spreadsheets, word processing, databases, mainframe database program, applications, traffic and parking programs.
* Knowledge of research/analysis and reporting.
* Knowledge of budget/cost center development and administration.
* Knowledge of University and state policy and procedure.
* Extensive knowledge of program and overall departmental policies and objectives that relate to the university transportation system and the ability to interpret and apply them in daily work activities.
* Knowledge and understanding of business management, including management principles as they relate to personnel, office management, and accounting and budgetary controls.
* Knowledge of management and supervision of staff. Also, have knowledge of public relations techniques, negotiation and conflict resolution skills.
* Skill in communication, both oral and written.
* Skill in organizing and applying or displaying tact, judgment, confidentiality and independent decision-making.
* Ability to establish and enhance working relationships with employees, UW administrators, customers and the general public.
* Ability to exercise sound judgement and discretion in developing, applying and interpreting policy and procedure.
* Ability to effectively handle difficult customer situations with appropriate conflict resolution skills.
* Ability to effectively supervise the day-to-day activities of staff including the establishing of priorities, assigning individual staff duties, coordinating and evaluating performance, and ensuring the staff work together as a team.
* Ability to work hours outside the normal working schedule, including nights, weekends and holidays.

This position requires work be performed in-person, onsite, at a designated campus work location.
