Job Summary

We are encouraging applications for a Subcontract Officer - Entry to join our team! The mission of the Office of Contracts and Grants (OCG) is to help CU Boulder faculty, staff, and students obtain and manage external funding for sponsored projects. OCG is committed to protecting the University’s interests by reviewing and approving the submission of sponsored project proposals; negotiating contract and grant awards; monitoring the implementation and administration of sponsored projects; initiating and implementing policies and procedures; providing training to faculty and staff; and serving as the University’s liaison with sponsors and regulatory agencies.

The expertise provided by the Subcontract Officer includes a) a knowledge of federal regulations, state statutes, University policy, best practices and project requirements; b) an understanding of the administrative processes and procedures for the preparation of subcontract documents and templates, both internal and external to the University, including consistency of provisions and terms within the subcontract documents (i.e., statement of work, prime award, attachments), c) a basic knowledge of cost accounting standards and specific requirements for federal awards; d) an ability to identify and address potential risk and/or contractual issues; e) an ability to utilize diverse electronic submission and tracking systems and to help investigators navigate these processes; f) an ability to guide investigators and other University personnel through business decisions related to subcontracts; g) an ability to set priorities, manage time effectively, and meet multiple deadlines; h) an ability to provide prompt and effective customer service to University partners; and i) an ability to represent the University to external subrecipients and provide liaison with internal departments, (e.g. Office of Research Integrity; Sponsored Projects Accounting, Technology Transfer, Export Control, academic departments, centers, and institutes).

This position is charged with facilitating the negotiation and execution of subcontract and subaward documents to support sponsored project proposals on behalf of the University, while protecting the legal and business interests of the University. The Subcontract Officer will represent the University and work directly with subrecipients: federal and non-federal, state agencies, businesses, foundations, and other universities. The Subcontract Officer is responsible for a specific set of University clients including a variety of institutes, schools, and academic departments. The Subcontract Officer works directly with University faculty, research administrators, and students to ensure that subcontracts resulting from successful proposals reflect the sponsor and University requirements and are timely processed and executed. The Subcontract Officer collaborates with other campus departments and external subrecipients to address issues and solve problems during proposal review and evaluation when requested, and during the subcontract negotiation and execution process as well as throughout the contractual term.

What Your Key Responsibilities Will Be
  • Learn OCG’s business processes, from proposal development through submission, award, contract negotiation, execution, and management. Become familiar with OCG staff and assigned departments, faculty, and staff.
  • Track life cycle of awards.
  • Develop knowledge of standard acceptable CU terms and conditions, and ensure proposed alternate language is properly vetted and considered. Engage supervisor, faculty, Technology Transfer Office (TTO), and legal counsel as necessary to review and negotiate subcontract terms and conditions.
  • Become familiar with applicable electronic systems and related processes and requirements.
  • Maintain current knowledge base of OCG business processes by attending training sessions, conferring with supervisor and peers, and reviewing written guidance documents.
  • Process, draft, and negotiate with minimal support Subaward agreements. Including Subaward to Industry, FDP Subawards, Foreign Subawards.
  • Review and analyze subagreements to ensure compliance with federal and non-federal rules and regulations, as well as compliance with University policies and procedures.
  • Process, draft and negotiate with support Subcontract Agreements.
  • With support, determine flow-down terms and conditions: analyze for compliance issues and determining the correct mechanism to draft the subaward or subcontract.
  • Complete cost price analysis, risk analysis, checklist, and verify audit compliance.
  • Contractually manage agreement for the life of the project.
  • Understand terms and conditions enough to appropriately utilize and work with the Office of Export control, IP General Counsel, Principal Investigators, Technology Transfer Office, Compliance Team, Campus Controllers Office, and Security Team.
  • Ensure that subcontract data are accurately entered into all appropriate University Research Administration record keeping systems.
  • Become familiar with applicable systems and related processes and requirements.
  • Participate in the drafting and completing of Outgoing Sub procedures, reference documents, and problem solving items.
  • Participate in the drafting and presentation of Outgoing Sub trainings, including in-depth trainings to campus, and internal training of OCG personnel.
  • Assists the subs team with audits and reporting requirements and performs other duties as assigned in the areas of contracting and subcontracting.
  • Contribute knowledge at team meetings by developing agenda items and engaging peers.
  • The Subcontract Officer may possess signature authority for certain contracts as delegated by the Vice Chancellor for Research.


What You Should Know

  • This position is anticipated to start remotely, with the expectation of a hybrid format (virtual and in-person support) in the upcoming months; however, there is the possibility of fully remote work based upon qualifications and experience.


What We Can Offer

The hiring range is $55,000.00-$59,000.00.

What We Would Like You To Have
  • Professional experience supporting contracts, grants, and other types of contractual agreements.
  • At least one year of experience in using a Windows-based PC, word processing, spreadsheets, email communication, and the Internet.
  • Experience with the Federal Acquisition Regulations (FAR) and Uniform Guidance (UG).
