Position Primary Purpose and General Responsibilities
VCU’s Facilities Management Department is seeking to hire a Steam Plant Manager in the Steam Plant. This position serves to organize, lead, instruct, plan, schedule, and direct a team of skilled and semi-skilled personnel to operate, repair, and maintain the Steam Plant and related systems so as to maximize availability and minimize cost of operation. The Steam Plant Manager provides technical expertise to other departments regarding the availability of steam for new construction, renovations, and new equipment, and provides rate estimates for budget preparation. Among the core responsibilities of the Steam Plant Manager are: – Expectations are clear, well communicated, and relate to the goals and objectives of the department – Staff have the necessary knowledge, skills, and abilities to accomplish goals – Safety issues are reviewed and communicated to assure a safe and healthy workplace – Staff is well organized and prepared for tasks at hand – Staff members have been instructed and understand the objectives and direction of the group – Budgets are monitored and adjusted as necessary – Work is completed efficiently and effectively; achieving the best possible results within the budget framework – Materials necessary to execute maintenance plans on a timely basis to facilitate smooth workflow – P-card and other methods of Procurement are carefully monitored for discrepancies, corrected quickly, and used effectively to achieve organizational goals – The steam plant is operational 24/7/365, supplying steam to the MCV Hospital complex, Governors/Capital complex, VCU and state buildings; manager must be available to respond to plant outages/emergencies Minimum Hiring Standards
Considerable knowledge of steam plant operation/maintenance and methods of construction General knowledge of the various trades Ability to work from plans for improvement or alteration of steam systems and equipment Ability to plan, assign and lead the work of a varied group of supervisors, skilled and semi-skilled workers Ability to set priorities, manage budgets, and oversee contractors Knowledge of the Commonwealth of Virginia’s procurement system Proficient in the use of technology with strong emphasis on personal computer skills Engineering school or combined education, military experience High School graduation or GED or equivalent required Virginia Driver’s license required Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU Steam Plant General Manager shall have knowledge and experience in the following areas: – Environmental Protection Agency ( EPA ), Department of Environmental Quality ( DEQ ) and Title V regulations and permitting requirements – Steam distribution system management and repair – Budget administration and customer billing of $8,000,000 or more per year – Automated control and equipment monitoring systems – Personnel management to include staffing, training, evaluation, discipline, and scheduling – Mechanical and electrical system maintenance of steam power plants equal to or larger than the MCV Campus Boiler Plant, incorporating a computer based maintenance program – PC based energy monitoring systems – Mechanical and electrical engineering concepts and practices sufficient to successfully maintain and improve the operating efficiencies of the plant – Preparing monthly accrual report of actual expenditures. College degree preferred Unlimited boiler operator license from government agency preferred Required Licenses/ Certifications
