Position Summary:

The Project Manager is a member of the Planning, Design & Construction team who are responsible for all college building construction, renovations, and campus infrastructure upgrades. This position will be responsible for multiple projects, occurring simultaneously, from start to finish to include scope development with clients, acquisition of professional design and contractor services, day to day oversight of project activities and financial accountability for budget management and compliance with all Office of State Architect policies and procedures.

Job Description:

Minimum Qualifications
  • Bachelor’s degree in engineering, architecture, urban planning, construction management, public Administration or related field.
  • Four years or more of construction project management experience or related facilities management experience, preferably in the public or academic sector.
  • Four or more additional years of engineering, architectural, facility management or project management experience may be considered in lieu of a bachelor’s degree.
  • Considerable knowledge of mechanical and electrical systems, and building, fire safety and accessibility codes.
  • Detail-oriented and well organized
  • Superior negotiation and oral and written communication skills
Preferred Qualifications
  • Proficiency in AutoCAD.
  • Professional registration in Engineering or Architecture and accreditation as a LEED professional is preferred.
  • Eight years' or more of construction management experience or related facilities management experience, preferably in the public or academic sector.
Major Responsibilities
  • Successfully manage multiple simultaneous construction projects.
  • Oversee all phases of construction projects, ensuring compliance with governing codes and Fort Lewis College (FLC) standards.
  • Administer the selection of architects, engineers, and consultants according to state and college requirements, and develop project budgets.
  • Establish scope of work, manage design and consultant agreements, and ensure timely decision-making and compliance with FLC standards.
  • Procure necessary design support services and engage various specialized consultants.
  • Manage bidding processes, contractor procurement, and ensure all legal requirements are met in project documents.
  • Administer construction inspection and quality assurance programs, ensuring compliance with building and accessibility codes.
  • Act as liaison between college staff, contractors, and various agencies, ensuring minimal service interruptions and fulfillment of user needs.
  • Conduct and attend construction meetings, manage project budgets, and handle contract amendments and payment requests.
  • Administer project close-out requirements, maintain project files, and incorporate documents into the PPS projects library.
  • Develop and implement construction management policies and procedures and assist with FLC's design and construction standards manual.
  • Maintain detailed facility management and construction cost data and prepare status reports for college administration.
  • Assist with facilities planning, prioritizing projects based on strategic need and college facilities assessment.
  • Provide support for the development and submission of annual capital construction and maintenance requests including development of cost estimates and defense of project requests.
  • Effectively manage asbestos containing materials relating to project work including contracting for asbestos surveys and abatement projects.
  • Maintain knowledge of digital accessibility standards, including ADA and Section 508 compliance.
  • Produce and remediate digitally accessible materials according to FLC standards.
  • Perform other duties as assigned.

Compensation

The salary range for this position is $77,000 to $82,000 plus a comprehensive benefits package .
