POSITION SUMMARY                                                                     

The Budget Director is responsible for preparing, developing and executing

the operating budget under the guidance of the Vice President of Finance and Administration and in assisting with the development of the capital budget.  Managers all staff within the Budget Office.

 

PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS

Job duties specific to this position:

  • Develop and administer a $100 million operating budget and a $10 - $20 million annual capital budget.  Working with various offices, establish pricing of tuition, room, board, mandatory fees and other revenues.

  • Responsible for monthly and quarterly budget-to-actual variance reports, improving and maintaining a 5-year budget model, forecasting and performing scenario analyses, and developing unit-based (P&L) statements for certain graduate degree programs.  Responsible for ad hoc reporting and analysis on key areas, sometimes in collaboration with Finance and Institutional Research.

  • Establish and load the annual budgets into Workday and monitor and make budget adjustments during the year.

  • Work with the AVP Finance, AVP, Information Technology and AVP, Human Resources to help lead the ongoing refinements to the Workday ERP and Adaptive Planning module. 

  • Work closely with the VP of Enrollment and the Director of Financial Aid to help establish enrollment targets, discount rates, and other metrics.

  • Develop and monitor the housing and dining budgets in conjunction with Student Development. 

  • Partner with the Advancement Office to develop revenue, gift models and budgets for the annual fund, endowment, capital, and other gifts.

  • Support the grant management team as it submits and administers sponsored research and grant awards from Federal, State, County, and Foundation sources.

  • Partners with the Athletics Department to help shape the investments being made for the College to reclassify to Division 1 athletics. 

  • Works closely with Facilities Management on setting up new capital budget project codes and working with the VP F&A on capital budget matters.   Will serve as the functional lead for projects in Workday.

  • Work closely with Human Resources to budget positions, salary increases, employee benefits, and other aspects of our compensation plan.

  • Assist with contract administration and supervise the Contracts Analyst overseeing various service, consulting, and revenue contracts.

  • Conduct presentations to the Board of Trustees, President’s Council, and the Leadership Team in support of budget recommendations. 

  • Implement and maintain current year operating budgets for the division including reviewing and processing budget transfers and journal entries in budget ledgers

  • Monitor and reconcile budgets, accounts and rosters and review related activities for compliance with established policy and procedure.

  • Works as part of a Team with the Finance and Accounting Office to support the College’s financial programs.

  • Guide financial processes by establishing and enforcing policies and procedures.

  • Train departments and end users on the budget development process and the use of Workday to produce budget reports.

QUALIFICATIONS  

  • Minimum of 5-7 years of experience in a budget role or similar mid-level financial management position with progressively responsible duties required.

  • Master’s degree in business, accounting, public administration or other related fields strongly preferred

  • Experience using Workday, Adaptive Planning, performing report queries, and using Excel in a sophisticated manner.   Prior experience with Ellucian’s Datatel system is helpful since our financial aid data remains in Datatel.  Experience with other software systems is useful and general aptitude in the use of software is a preference.

  • Strong analytical and financial skills.

  • Excellent customer service skills and an appreciation of the political, organizational, and cultural dynamics of a higher education institution.

  • Strong written and oral communication skills since this position will be required to make reports to the Board of Trustees as well as to multiple groups on campus.

  • Demonstrated time management and organization skills.
