Position Purpose

The Senior Labor Relations Specialist is responsible for facilitating labor relations strategy and functions on behalf of Dartmouth College for unionized employees. The position reports to the Associate General Counsel/Associate Vice President for Labor and Employment and ultimately the Executive Vice President for Strategy & Special Counsel to the President. The Senior Labor Relations Specialist will be responsible for contract administration and interpretation, acting as lead negotiator of Dartmouth collective bargaining agreements, providing the guidance and coordination of related labor management activities consistent with Dartmouth’s labor relations strategy and mission.

Description

The ideal candidate for the Senior Labor Relations Specialist position will have significant experience leading labor negotiations, a strong understanding of labor law, and a demonstrated track record as a problem solver and strategic thinker. Exceptional levels of professionalism and tact, excellent communication skills, a collaborative and confidential approach, and the ability to manage multiple projects simultaneously are essential for success in this role.

  • Bachelor’s Degree from an accredited university/college and a minimum of eight (8) years’ professional Labor relations experience including all aspects of collective bargaining negotiations, including acting as lead negotiator for first contracts.
  • Knowledge of federal and state employment laws and regulations and how they interact with the National Labor Relations Act.
  • Demonstrated ability to work collaboratively and effectively with Human Resources staff, management, legal staff, union representatives and leadership, and individual employees.
  • Excellent verbal and written communication skills.
  • Demonstrated dispute resolution skills.
  • Proven organizational, leadership, and interpersonal skills and attention to detail.
  • Ability to manage multiple projects simultaneously.
  • Ability to work in a confidential environment.
  • Exceptional levels of professionalism and tact.
  • Demonstrated ability in conflict resolution, creative problem solving, and analytical thinking.
  • Initiative, sound judgment and ability to set priorities.

Preferred Qualifications
  • Master’s degree and/or Juris Doctor (JD).
  • Prior Labor relations experience in higher education, including with graduate and undergraduate students.

Description

Labor Relations
  • In consultation with the AGC / AVP for Labor and Employment, responsible for implementing and administering Dartmouth’s Labor relations strategy.
  • Provides expert advice to supervisors, department heads, and other managerial staff on complex Labor relations matters in accordance with applicable collective bargaining agreements and Dartmouth policies and procedures.
  • Assists in issue resolution and interpretation and application of collective bargaining agreements and Dartmouth policies and procedures to ensure a consistent and shared understanding of the same.
  • Assists supervisors, department heads, and other managerial staff with identifying, evaluating, and resolving Labor relations issues focusing on proactive and preventative measures, including conflict between management and represented employees as well as management and union leadership.
  • Advises supervisors, department heads, and other managerial staff in responding to grievances, performance improvement plans, performance evaluations, and disciplinary actions consistent with collective bargaining agreements and Dartmouth policies and procedures.
  • Oversees contractual grievance procedures, including counselling supervisors, department heads, and other managerial employees on contractual grievance processes; serve as a grievance officer in grievance processes where so indicated by contract.
  • Serve as first and second chair for arbitrations.
  • Oversees investigations of unionized employees in a thorough, impartial, and timely manner.
  • Reviews investigation reports and makes recommendations for discipline and/or other appropriate action consistent with the applicable collective bargaining agreement.
  • Engages with the Office of the General Counsel on legal and sensitive matters.

Description

Collective Bargaining
  • Assists in the preparation and planning for collective bargaining negotiations, including strategic considerations such as identifying who should serve on Dartmouth’s bargaining teams and Dartmouth’s goals for each contract negotiation in accordance with Dartmouth’s Labor relations strategy.
  • Acts as lead negotiator for successor collective bargaining agreements, and first contracts as needed.
  • Maintains strong working relationships with Dartmouth administrative and academic organizations, members of bargaining units, and union leadership throughout Dartmouth in support of productive Labor relations and collective bargaining negotiations.
  • Assesses union proposals and counterproposals and recommends responses to the AGC / AVP, Labor and Employment.
  • Prepares drafts of proposals and counterproposals on behalf of Dartmouth.
  • Provides written bargaining updates after each bargaining session for relevant stakeholders.
  • Participates in grievance and contract mediations.
  • Establishes appropriate processes and procedures for implementation of the terms of new collective bargaining agreements. Supports and provides expert advice to implementation teams, coordinating with appropriate offices and stakeholders through the implementation process to ensure compliance with collective bargaining agreements.

  • Develops and delivers ongoing Labor-relations training programs for supervisors, department heads, and other managerial staff, including on the terms of applicable collective bargaining agreements.
