Elgin Community College (ECC) is a comprehensive, fully accredited community college located in Elgin, Illinois, one of its most rapidly growing cities. Our district encompasses 360 square miles, serving 400,000 people, 11,000 businesses with four public school districts and 15 high schools. ECC was selected as one of five Illinois community colleges to participate in the national Achieving the Dream (AtD) initiative. is a long-term national initiative that collaborates with community colleges to help more students earn degrees, complete certificates, or transfer to four-year institutions to continue their studies. The park-like setting of our 145 acre Main Campus offers instruction spanning nine major buildings with beautiful views. ECC also offers classes throughout the northwest suburbs of Chicago with more than 100 off-campus locations.

Function:
The Chief Human Resources Officer has administrative responsibility for all human resources functions at the College, oversight of Elgin Community College Police Department and Labor Relations. The functions of the human resources department include human capital recruitment, employment selection, training, compensation and benefits, payroll, performance evaluation and safety. Additionally, the Chief Human Resources Officer participates in all collective bargaining negotiations, and administers the resulting labor agreements. Finally, the Chief Human Resources Officer is a member of the President's Cabinet, and contributes to the formulation of the College's operational and strategic goals.

May require work outside of the normal Monday through Friday during normal business hours, including evenings and weekends.

Essential Responsibilities:

1. Responsible for ensuring that the College is in compliance with all federal, state and local laws related to employee benefits, compensation, employment and training. Remain current with changes in human resources and employment law.

2. Serve as senior level advisor on human resources issues to Cabinet-level and other administrators on matters of operational and strategic importance.

3. Provide direction and directives to the human resources staff in the performance of their duties, establishing work priorities and achieving management initiatives. This also includes seeking continual improvement of the efficiency and effectiveness of the department processes, as well as providing individuals with professional and personal growth.

4. Serve as the College's lead spokesperson in the collective bargaining process under the direction of senior administration. Administer and ensure compliance with the spirit and intent of collective bargaining agreements that affect wages, hours and working conditions. May prepare cases for grievances, binding arbitration or other third party proceedings.

5. Develop appropriate policies and procedures for the effective management of the employee resources of the College.

6. Conduct various analytical studies and/or develop planning models to develop solutions that continue improving the programs, policies, practices and processes of the College (e.g. compensation, job evaluation, training or diversity).

7. Interact and consult with outside parties as needed (e.g. attorneys, insurance brokers, consultants or vendors).

8. Manage the budget and other financial measures of the human resources department.Requirements:
1. Master's degree (MA) in human resources or related area plus ten (10) or more years of increasingly responsible experience in human resources management. Possess a strategic orientation with sound technical skills, analytical ability and good judgment.

2. Recognized for integrity and high ethical standards, objectivity, comprehensive organizational view, tact and ability to think clearly in stressful situations.

3. Excellent written and verbal communication skills, as well as the ability to relate to people at all levels of the organization.

4. Excellent facilitation skills to resolve conflicts between different parties to a dispute.

5. Able to make decisions using an operational, implementation and detail oriented perspective.

6. Demonstrated labor relations experience in a multiple unit collective bargaining
environment.

7. Proficiency in Microsoft Office software (Word, Excel, PowerPoint and Outlook) and use of the Internet.

Desired Qualifications:

1. An experienced leader of human resources with experience in higher education.

2. Professional human resources certification [PHR, SPHR, IPMA-CP].

3. Previous experience using databases (Access), including enterprise-wide databases (e.g., Datatel).
