Description
The Proposal Development Analyst is expected to be fully proficient in federal, state, and University policies and in University business processes, budgeting, and in the development of all standard proposal components. The Proposal Development Analyst will develop and submit most proposals with no oversight. The Proposal Development Analyst has experience reviewing and interpreting funding sponsor guidelines, developing complex budgets, submitting proposals and other requests, and responding to inquiries from all involved parties. They will determine the allowability and reasonableness of all costs and ensure they are properly estimated. They will ensure all proposed activity and proposal materials conform to opportunity guidelines, as well as University, State, Federal, and sponsor regulations. They will use signature authority to certify research proposals for the University. The success of proposals, their subsequent award and administration, and the University’s performance on program and single audits will be dependent on the performance of the person in this role.
Examples of Duties and Responsibilities
85% Proposal Development and Submission
The Proposal Development Analyst is responsible for ALL aspects of sponsored project proposal development and submission including finding and interpreting Sponsor guidelines and expectations for a particular competition or opportunity, assisting researchers directly in building proposal components while also ensuring all proposal components and budget comply with University and Sponsor policies, procedures, and regulations, ensuring that each proposal, its financial and in-kind commitments are acceptable to the University, the funding agency, and the University investigator, certifying proposals on behalf of the University and ensuring they are received by funding agencies on time.
15% Projects and Distributed Support
The Proposal Development Analyst will regularly be required to support colleagues within OSP in completion of day to day duties, or in completion of special projects to improve OSPs tools, processes, or general capabilities.
Additional Duties:
- Answer questions for the Pre Award Services team members with regard to the submission and storage of proposals and related materials.
- Provide outreach and training to assigned campus units to ensure researchers and administrators are current on best practices and OSP procedures.
- Communicate sponsor updates and regulatory changes to the broader Office of Sponsored Programs
- Provide recommendations regarding process improvement to the Manager, Pre-Award Services
Minimum Qualifications
- Undergraduate degree or five years of experience in accounting, finance, or research administration
- Researching and solving complex financial, budgeting, or compliance problems
- Making compliant, efficient decisions during stressful situations
- Leading negotiation between stakeholders of varying interests to find mutually-beneficial solutions
- Managing workflow, document iteration, and approvals in enterprise systems
- Excellent organizational, multi-tasking and time management skills with the ability to work on numerous projects simultaneously while meeting multiple deadlines
- Identifying and implementing workflow or systems improvements for a research administration team
- Managing a high-volume of projects where customer service and negotiation is essential
- Ability to maintain confidentiality
- Excellence in the operation of personal computers and related software (Excel, Word, Access) with the ability to learn new programs
- Interpersonal and oral communication skills, including ability effectively communicate with a variety of personnel and funding agencies and to establish and maintain good working relationships
- Advanced degree such as MA, MS, MBA, or JD
- Related professional certification such as CRA, PMP, CPA
