Manager, Upward Bound

Job Summary

The Office of Undergraduate Studies invites applications for the position of Upward Bound Manager. From admission to graduation, the units of the Office of Undergraduate Studies at the University of Utah provide every student with an exceptional educational experience that empowers them to lead transformational lives wherever their educational and professional futures take them.

Upward Bound is a federally funded TRIO program that serves qualifying high school students who are first-generation, low-income, and or have a disability. The Upward Bound Manager develops and implements policies, programs, and financial objectives for the TRIO Upward Bound Program. Under minimal supervision, is responsible for planning, organizing, and directing all aspects pertaining to student service functions of Upward Bound's internal and external customer service. This includes, but is not limited to, staffing, financial management operations, development of curriculum, lectures, summer academy, academic advising, and other education materials specific to academic programs. Acts as a catalyst between the department and its students and staff to ensure continuity and quality of service and care.

Responsibilities
1. Assists the Director in developing and implementing the Upward Bound program's staff management and financial objectives consistent with the University of Utah's goals and objectives.
2. Conduct regular visits to the high schools served by the Upward Bound grant.
3. Regularly communicate with public school administration and personnel including Vice Principals, Teachers, School Counselors, and other personnel from the program's target high.
4. Ensures student satisfaction by analyzing complaints, concerns, and suggestions and providing appropriate follow-through.
5. Assist in the recruitment, selection, on-boarding, training, and supervision, and evaluation of all UB Staff including UB program coordinator, tutors, and summer staff.
6. Participates in the development and interpretation of department policies to ensure compliance with the University's policies, regulatory requirements, and program effectiveness.
7. Ensure compliance with federal and state regulations.
8. Establishes internal objectives (short and long-term goals) and implements procedures to meet goals.
9. Supervise the creation and submission of all reports and record keeping including the completion of the Annual Progress Report (APR) for the grant for the U.S. Department of Education.
10. With the TRIO Director, coordinate marketing and recruitment efforts toward selection of program participants.
11. Assist the Director in the development of partnerships with families to support academic achievement and the successful pursuit of postsecondary education.
12. Assist the Director with timely program evaluations toward continuous improvement in the quality of program services and the attainment of program outcome objectives.
13. Oversees the planning, hiring of part-time staff, and execution of the six-week summer academy.
14. Participates in relevant university-wide committees.
15. Other Perform other duties as assigned.



Minimum Qualifications
Bachelor's degree in a related area or equivalency (one year of education can be substituted for two years of related work experience).
Four to six years of progressively more responsible management experience. Background knowledge of hiring department's area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department. Master's degree in a related area may be preferred.

Preferences
1. Four to six years of progressively more responsible professional staff management experience.
2. Two to three years of TRIO experience strongly preferred.
3. Two to three years demonstrated ability to work effectively with low-income. first generation students, including English Learners, and their families strongly preferred.
4. Masters degree in a relevant field
