Job Summary
Assists, coordinates, and facilitates administrative and logistical aspects of department accreditation process, Clery Act compliance, and other required disclosures, as well as training, community education and outreach programs, and internal affairs investigations, in alignment with institutional goals, objectives, and initiatives related to social equity and inclusion and other priorities. Assumes departmental leadership and responsibilities in the absence of both the Captain and Director, as needed. Maintains a regular visible presence, identifying and addressing problems while working with the RISD community to ensure a safe environment. Develops and maintains a working relationship with Brown University PD, Providence PD, Providence FD and other outside agencies to ensure quality service to the community.
Essential Functions/Duties:
- With a lens of inclusion and in alignment with the College’s
initiatives related to social equity and inclusion, develops,
identifies, coordinates and monitors in-service training for all
public safety staff, reflecting best practices in campus law
enforcement and improved performance. Seeks specific input and
advisory from the Operations Captain regarding EMS related
training.
- Develops systems and procedures which meet or exceed IACLEA
and/or CALEA, state and national standards, and requirements for
agency accreditation, and seeks to obtain and maintain, as well as
manages the department’s accreditation processes.
- Assists with the collection of Clery Act documentation and
data, ensuring comprehensive and accurate information for the
purposes of publishing RISD’s Annual Fire and Safety Report.
Researches, recommends, develops and implements appropriate Clery
Act training for all staff including Campus Security
Authorities.
- Develops and implements community policing security and safety
training for the RISD community. Trains officers to deliver these
presentations, monitoring performance to ensure trainings are
delivered effectively.
- May serve as the senior investigating officer, directing and/or
investigating criminal violations on campus, assisting Title IX and
the Office of Institutional Discrimination as needed.
- May conduct department internal affairs and complaint
investigations. Ensures proper case management and assignment
through ARMS or other databases.
- Actively engages in performance management related to training
for all staff by providing feedback, as requested. Responsible for
ensuring staff’s compliance with required education.
- Ensure consistent enforcement of department policies,
procedures, rules and regulations.
- Serve as the Department of Public Safety property/evidence
control officer. Develop, recommend, and implement, as approved,
evidence document & control procedures and dispose of
property/evidence as appropriate.
- Review documentation and approved incident reports, daily logs
and other documents for accuracy and compliance with RI state law,
UCR, regulations of the federal Crime Awareness and Campus Security
Acts as applicable.
- Monitors changes in federal, state and local laws and
requirements related to campus safety and reporting
requirements.
- Represent the department and college in matters related to
public safety and security in partnership with the Director,
establishing mutual respect, understanding and shared
communications.
- In partnership with the Command staff, implement the
Department’s community policing program which is designed to foster
an inclusive community in line with RISD’s SEI goals.
- Develops and maintains a working relationship with Brown
University PD, Providence PD, Providence FD and other outside
agencies to ensure quality service to the community.
- Operate RISD patrol vehicles and other vehicles as needed to
carry out job duties.
- Associate’s Degree required in Criminal Justice or related
field from an accredited institution or equivalent combination of
education and experience.
- Minimum of 5 years’ progressive and broad-based experience in
campus law enforcement or public safety, including a minimum of 3
years of supervisory experience.
- Must successfully pass a pre-employment physical examination,
insurance drivers check, fingerprinting check, drug and alcohol
screening, a National Crime Records check, and a psychological
evaluation exam.
- Valid Driver’s License.
- Requires successful completion of the RI College &
University Public Safety Training Academy or another training
program as determined by the Director of Public Safety.
- Required to obtain RI EMT licensure within 1 year from date of
hire and will be required to maintain licensure throughout
employment.
- Completion of department mandatory training for CPR/AED,
expandable baton, handcuffing, oc spray and defensive
tactics.
- May be required to obtain instructor certification in various
disciplines for training of department members.
- Must be able to exercise sound judgment, and possess and
demonstrate integrity, command ability, and a strong commitment to
RISD’s programs and initiatives related to social equity and
inclusion, as well as a demonstrated capacity to build and maintain
positive relationships with RISD students, staff and faculty.
- Excellent oral, written and interpersonal skills and the
ability to motivate and team build.
- Demonstrated cultural competence with an understanding of
inclusion and diversity issues in the workplace, as well as the
knowledge and skill to engage across a wide variety of individual
differences and identities through meaningful interactions
characterized by respect, mutual understanding, and
reciprocity.
- A thorough knowledge of and proficiency in development and
implementation of training programs, records maintenance in keeping
with campus security best practices.
- A thorough knowledge of and proficiency in IACLEA/CALEA
accreditation processes, the collection and maintenance of Clery
Act and other compliance documentation.
- Demonstrated knowledge of and/or be able to learn applicable RI
state law, RISD student code of conduct and local City of
Providence ordinances.
- Certification in basic Emergency Management processes including
ICS, NIMS and other FEMA courses.
- Bachelors Degree in Criminal Justice or related field from an
accredited institution preferred.
- Knowledge of union contracts, contract negotiations and
experience with contracted employees.
- EMT/Cardiac or Paramedic license.
