Job Details
Chief Objective of Position
The Senior Planning and Budget Analyst reports to the Director of Planning and Budget and assists with developing and analyzing the biennial and annual operating and capital budgets of the university, consistent with the university’s mission and goals.
Work Tasks
- Analyze, calculate, and forecast personal service costs, including fringe benefit costs for the agency, consistent with recommended salary regrades, performance increases, and faculty salary averages as provided by the Department of Planning and Budget, which are used to develop the agency’s biennial budget request and for preparing the annual operating budget for the university.
- Analyze, calculate, and forecast non-personal service costs for the agency, based on historical costs, new or one-time costs, and estimated increases for uncontrollable expenses such as utilities, insurance and maintenance contracts; recommend allocation changes for consideration in the biennial budget process for the university.
- Recommend allocation of resources based on an analysis by program and departmental budgets; analyze resource alignment with strategic initiatives.
- Review and consider budget change requests, HR personnel action requests, AP 14s, and requests for budget office transactions; approve and process changes as delegated by the Director of Planning and Budget; take approved revisions to the operating budget as requested by operational managers.
- Utilize centralized automated Planning and Budget systems for internal budget execution, forecasting, working budget updates, reconciliations, and planning.
- Analyze, monitor, reconcile, and complete reports for the Maintenance Reserve Plan; draft reports and responses to requests, and once confirmed ready to submit, complete the corresponding submission to the Department of Planning and Budget; revise and update the plan annually; review expenditures and uses to confirm appropriate use of Maintenance Reserve funds.
- Oversee capital outlay record keeping, form submission, Department of Planning and Budget and Department of Engineering & Buildings capital outlay process compliance, to include monitoring and reconciling Capital Project expenditures; prepare capital outlay forms to initiate new capital projects or to revise previous submissions for current projects; prepare and submit documentation to the Department of Planning and Budget and to the Department of Engineering and Buildings to close out completed projects and to support the re-appropriation of ongoing projects annually.
- Monitor and manage the Higher Education Equipment Trust Fund program implementation for the university.
- Develop an equipment list with the appropriate academic and administrative personnel for submission to the State Council for Higher Education.
- Evaluate grant and indirect cost allocation budgets and complete grant budget entry into university financial systems.
- Monitor the Maximum Employment Level (MEL) of the university for both full-time and part-time positions, calculate employee FTE counts on a monthly basis, and organize and maintain the comprehensive funded positions listing.
- Take lead in preparing annual historical budget tables for the Board of Visitors.
- Draft state Performance Budgeting submissions, such as drafting Budget Execution Documents, developing draft Capital Budget Request Submissions, and similar.
- Make updates to the working budget and revenue and expense models within department financial systems.
- Coordinate on-going updates to the office’s policies and procedures documents, and maintain the office’s record keeping systems.
- Deliver high quality customer service and support in direct interactions and through the creation of training, support resources, and communications.
- Collaborate with campus colleagues and complete special projects regularly; represent the office at new supervisor training.

Required Education
Master’s degree or a Bachelor’s degree and experience that equates to an advanced degree.
Additional Consideration - Education
Master’s in Accounting, Economics, Business Administration or Bachelor’s degree in Accounting, Economics, Business Administration or a related field and experience that equates to a Master’s Degree.
Experience Required
- Experience in budget or resource analysis, financial planning and forecasting, or fiscal administration
- Experience researching, compiling, analyzing, and communicating complex data sets in a concise and effective manner
- Experience managing or implementing government programs and processes
- Experience using planning and budget, and finance related software
Additional Consideration - Experience
- Prior budget office experience in a college, university or government agency setting
- Prior Commonwealth of Virginia accounting or budget experience
- Prior Commonwealth of Virginia capital outlay experience
- Prior experience with Banner Finance or Workday Adaptive Planning
- Prior experience with grant budgets
- Prior experience with the Commonwealth of Virginia Higher Education Equipment Trust Fund and Maintenance Reserve
