DIRECTOR OF INSTITUTIONAL EFFECTIVENESS

The U.S. Naval War College. The U.S. Naval War College (NWC) is a Joint Professional
Military Education (JPME) institution serving the nation, the Department of Defense, and the
U.S. Navy. U.S. and selected international graduates earn Master of Arts degrees in National
Security & Strategic Studies or Defense & Strategic Studies accredited by the New England
Commission of Higher Education (NECHE). The College educates tomorrow’s leaders, informs
today’s decision-makers, and engages with Allies and partners in by developing strategic
perspective, critical thinking, and cultural awareness in peace, crisis, and war. We are actively

Responsibilities. Reporting to the Provost through the Associate Provost for Education &
Faculty, the Director of Institutional Effectiveness is responsible for conducting the College's
institutional assessments, evaluating its effectiveness and sustaining its compliance with
accreditation standards. The Director of Institutional Effectiveness facilitates: the collection,
analysis, interpretation, and reporting of institutional data in support of the evaluation of the
quality, integrity, and effectiveness of its academic programs; the application of higher
education best practices to NWC mission; program evaluations that enhance the College's
mission effectiveness, planning processes, and decision making; and fosters a culture of
assessment throughout the College. The incumbent is responsible for keeping cognizant of
Congressional and DoD-mandated joint professional military education requirements; working
collaboratively with academic and administrative units within the College; overseeing relations
with an external research vendor to develop and implement comprehensive assessment
instruments throughout the curricula; assisting the College's faculty focused on research,
gaming, analysis, academic outreach, international engagement, and academic services with
systematic approaches to improving organizational effectiveness. As a member of the faculty
and as the conditions allow, the Director should be able to teach resident, low-resident, or nonresident
students in core or elective courses.
Qualifications and Competencies: The Provost seeks candidates who have the ability to
design, organize, and manage complex projects; conduct data analysis; interpret, display and
report assessment data; and work collaboratively with College leaders, faculty and staff to
accomplish institutional goals. The ideal candidate will possess thorough knowledge of
academic programs and learning environments; extensive familiarity with accreditation
processes, guidelines, and standards; excellent project management, interpersonal, and
negotiation skills; a strong commitment to diversity and inclusivity; and the ability to promote an
organizational culture that values data-driven assessments, demonstrates a commitment to
institutional effectiveness, and improves College programs through action.
A masters degree is required, a Ph.D. is strongly preferred. Additionally, substantive
(quantitative and qualitative) research experience, is required, preferably at an academic
institution. If you have current or previous military service, include rank and dates of service.
Applicants must be U.S. citizens capable of obtaining a Department of Defense security
clearance at the SECRET level.
Appointment. The appointment is governed by provisions of 10 USC 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to “Excepted” appointments under Schedule A. For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on performance. This is not a remote work position; however, the incumbent may be eligible for telework as determined by policy and the position requirements. The incumbent may be expected to travel on occasion. This is a full time, non-tenure track position. Expected start date is summer 2025.
Salary Considerations. Salary is competitive and is accompanied by a generous Federal Civil Service package that includes health insurance, pension and retirement saving plans (with employer matching contributions), paid annual vacation and sick leave, and other benefits. Salary is commensurate with credentials and experience in accordance with the Department of the Navy Faculty Schedule.
