Public Safety Technology Manager
Provide oversight and day-to-day management of the technology and systems in the Department of Public Safety. Proposes policies, procedures, practices for safety technology systems implementation within the department and campus wide. Provides recommendations for implementation of new operational technology, or expansion of existing systems, especially during new construction and renovation projects on campus. Provides training to Public Safety staff, and other University employees as necessary. Provides project management for capital projects involving Public Safety systems and technology.

Essential Functions:
- Manages and oversees a variety of departmental and campus-wide
enterprise security technologies utilized by the Department of
Public Safety. These technologies and systems include but are not
limited to; electronic access control, security cameras, alarm
systems, dispatch and incident reporting systems, parking
management system, radio communication equipment, key control
system, emergency communication systems, etc.
- Ensures Public Safety systems are in working order and
regularly maintained and serviced. Oversee the maintenance and
repair of Public Safety systems, including coordination with other
University departments or outside vendors as necessary. Liaison
with Information Technology Services for infrastructure support,
data needs and related technology projects as necessary.
- Responsible for project management, in consultation and
coordination with other University departments as necessary, for
capital projects involving public safety systems and
technology.
- Works with the Director of Public Safety to develop
recommendations, plan strategically, and manage implementation of
new software/technology/systems, or expansion of existing systems,
especially during new construction and renovation projects on
campus. This involves close coordination with the Public Safety
administrative team and coordinating with other University
departments and/or outside vendors as necessary. Document systems
requirements and design, and implement associated policies and
procedures.
- Provides day-to-day management of University's electronic
access control system (Blackboard) including but not limited to;
privileges, time schedules, alarm follow up, coordination with
University Locksmith on technical/maintenance issues,
etc.
- Collaborates with the Public Safety administrative team to
propose and create departmental and University-wide policies,
procedures, and best practices related to Public Safety technology
and systems.
- Coordinates with Rockbridge County radio communications
technician (per contract) to ensure Public Safety radio
communications equipment is in working order and regularly
maintained and serviced.
- Consults with a variety of prospective users concerning
requirements for projects such as electronic access control, alarm
and video surveillance systems, and other equipment or software
technologies. Develops recommendations and manages implementation
of new systems, or expansion of existing systems, especially during
new construction and renovation projects on campus. Works with
Director to consult with other University departments and/or
outside vendors as necessary.
- Develops and manages a Public Safety systems and technology
training program for Public Safety staff, and other University
constituencies as necessary. Creates training documents/standards
for new staff, as well as ongoing training/refreshers, for all
Public Safety systems and technology.
- Responsible for updating the Public Safety webpage and social
media pages.
- Other duties as assigned.
Minimum Qualifications:
- Bachelor's degree required. Preference is for a degree in a
related technology field.
- Experience working with Electronic Access Control systems.
Familiarity with the Blackboard Transact platform is
beneficial.
- Previous experience with Public Safety CAD/RMS systems such as
ARMS (End2End Software) systems preferred.
- Experience with installation/repair/maintenance of security
cameras, as well as operations of video management systems and
servers. Experience with VI Monitor preferred.
- Experience or potential to execute project management-related
responsibilities such as proposing actionable plans to meet
technological requirements for new capital projects is
desired.
- Must possess a high degree of reliability, ability to maintain
high degree of confidentiality, and ability to work
independently.
- Must be able to relate well to students, faculty and a diverse
community.
- Prior experience working with Public Safety technology systems
in a college or university setting preferred.
- Must possess a valid Virginia driver's license and a good
driving history.
- Must be able to pass an extensive background check.

Campus Safety and Welfare Responsibilities:
- This position is designated as a Campus Security Authority
(CSA) in accordance with the Clery Act. This position is required
to report Clery qualifying crimes to the Department of Public
Safety and complete annual training about your reporting
responsibilities under the law.
Physical Requirements:
- Fingering: Picking, pinching, typing or otherwise working,
primarily with fingers rather than with whole hand or arm as in
handling.
- Grasping: Applying pressure to an object with the fingers and
palm.
- Repetitive motions: Making substantial movements (motions) of
the wrists, hands, and/or fingers.
- Walking: Moving about on foot to accomplish tasks, particularly
for long distances or moving from one work site to
another.
- Standing: Remaining upright on the feet, particularly for
sustained periods of time.
- Climbing: Ascending or descending ladders, stairs, scaffolding,
ramps, poles and the like, using feet and legs and/or hands and
arms. Body agility is emphasized. This factor is important if the
amount and kind of climbing required exceeds that required for
ordinary locomotion.
- Lifting: Raising objects from a lower to a higher position or
moving objects horizontally from position to position. This factor
is important if it occurs to a considerable degree and requires the
substantial use of the upper extremities and back
muscles.
Working Conditions: The worker is subject to both environmental conditions: Activities occur inside and outside.
Types of Work: Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
