VCU FMD Construction Management has an exciting opportunity for a Construction Project Inspector to join the team!

The Construction Project Inspector collaboratively monitors and inspects construction activities on behalf of the University and Commonwealth of Virginia to ensure safety, adherence to documents, and code compliance. This individual works as a team member with project managers and other Facilities Management and University units as an advocate of the University and clients. Reporting, effective communication, and an active willingness are requirements of the position and its success.

Responsibilities include (but are not limited to):

Project Monitoring

Monitor on-site construction progress via daily site visits and report findings to pertinent party(s) both orally and in writing. These findings address:
  • Contractor compliance with approved construction documents and applicable codes
  • Quality of materials and workmanship
  • Adherence to established project schedule
  • Safety of site
  • Monitor site environmental conditions. Safety of site, contractors and general public is reviewed daily and expectations communicated to assure a safe and healthy workplace
  • Contractors receive clear, well-communicated direction of what is expected
  • Contractor performance issues are addressed and documented in writing as they occur
  • Monitor multiple projects (average of 30) at one time located on both campuses
  • Ability to multi-task, work non-routine hours including nights, holidays, and weekends if needed to cover project working
  • Schedules utility and special shut-downs and impacts with building management, fire safety, and any other pertinent group affected
  • Collects, reviews, and approves contractor daily work logs for accuracy. Discrepancies to be documented in writing to pertinent parties as soon as possible
  • Assures completion of punch-list and warranty items
Inherent to Construction, duties may occur during off-hours, nights, weekends, holidays or other scheduled times as appropriate. It is expected in authorized scenarios for these duties to be performed.

Project Reporting

Document in writing and report to pertinent parties:
  • Deficiencies in installations, completion, and punch-list items
  • Work progress, project conditions, issues and resolutions, and any other pertinent information in a timely manner
  • Contractor performance
  • Pertinent communications and directives
Overall project updates to Project Manager on recurring interval as determined by Project Manager

Performance Management
  • Evaluates and documents performance of the contractors and subcontractors
  • Coordinates appropriate contractor access with Project Manager
  • Coordinates and processes "Hot-Works" permitting with VCU Safety and Risk Management
  • Reports to Project Manager performance related issues
  • Coordinates Authorities inspections to include State Fire Marshal, DEB Building Official representatives, etc. Ensures proper installations and constructed conditions prior to inspection by other authorities
  • Coordinates work with other internal and external vendors to include but not limited to VCU Network Services and Access Control, VCU Facilities Operations, VCU Media Support Services, VCU Police, etc
  • Reviews and signs authorization for construction invoices; assist where appropriate in review and approval of other related invoicing
Advisory
  • Assists Project Manager of possible risks or savings scenarios present in a project
  • Assists Project Manager in keeping key departments, zone leaders, and stakeholders updated on project progress, issues, and schedules
  • Assists Project Manager in review and acceptance of as-built and O&M documentation

Qualifications

Minimum Hiring Standards
  • Commonwealth of Virginia Tradesman License (or equivalent) or at least one (1) VC DHCD Commercial Inspector Certification
  • Several years of experience managing, oversight, or inspection of commercial construction
  • Proficient in construction building techniques and methods
  • Strong verbal and written communication skills
  • Ability to oversee multiple tasks concurrently
  • Strong basic computer skills
  • High School Diploma, GED, or equivalent
  • Valid Virginia Driver’s License required with a good driving record
  • Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU
Preferred Hiring Standards
  • Five (5) years of experience managing, oversight, or inspection of commercial construction
  • Ability to accurately interpret and communicate CPM schedules
  • Proficient knowledge of State of Virginia - CO-7 Construction General Terms and Conditions
  • Proficient with virtual and remote operation technologies
Required Licensure/Certification
  • Valid Virginia Driver's License with a good driving record
