Morgan State University’s Office of Human Resources ( OHR ) invites you to join our team! OHR is preparing to execute President Wilson’s strategic plan: Transformation Morgan 2030: Leading the Future and we are looking for our next Director of HR Partnerships & Employee and Labor Relations.
This position will report to the Associate Vice President & Chief Human Resources Officer and will drive a strategy that encourages innovation, learning, and cross-cultural collaboration. They will develop and lead a team to elevate the level of professionalism, service delivery, and strategic partnership across the MSU community. They will serve as a strategic leader and change agent to drive and implement the desired behavioral and organizational goals across the community in alignment with MSU’s core values, rules of engagement, and professional standards of behavior.
Job Duties
Duties include but are not limited to:
Education
The successful candidate must have a Bachelor’s Degree in Business, Human Resources, Psychology, Communications or related field from an accredited college or university.
Experience
A minimum of five (5) years of related experience is required, along with a minimum of 2 years supervisory experience.

Job Duties
Duties include but are not limited to:
- Collaborate with the OHR to communicate and enforce university policies, guidelines, programs, and directives; identifying critical issues and/or gaps, and proposing and implementing changes to department heads and leadership
- Provide day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions)
- Manage and track employee and labor relations themes and prepare reports
- Labor relations – participate in collective bargaining negotiations
- Assist in the rollout and implementation of HR programs
- Provides guidance and interpretation of HR policies and procedures; serving as a front line resource for client areas to assist with navigating employee and labor relations issues
- Recommend modifications regarding existing HR practices to manage, develop, coordinate and implement changes as needed
- Set and manage client expectations and activity regarding employee relations and performance management
- Identify and develop HR-related training opportunities
- Coordinating the delivery of HR services of the Employee & Labor Relations team
Education
The successful candidate must have a Bachelor’s Degree in Business, Human Resources, Psychology, Communications or related field from an accredited college or university.
Experience
A minimum of five (5) years of related experience is required, along with a minimum of 2 years supervisory experience.
Other Preferences for Consideration
- Candidates with a Master’s Degree or J.D. from an accredited college or university may be given preference
- HR related certification or designation ( CPTD, PHR, SPHR, SHRM -CP, SHRM - SCP, etc.)
- Experience in a higher education or non-profit organization.
Knowledge, Skills & Abilities
- Demonstrated ability to build working relationships with people having a wide variety of backgrounds, perspectives, and experiences different from ones’ own
- Experience in public speaking to diverse audiences
- Experience, training or certification in organizing and conducting workplace investigation
- Strong prioritization, problem-solving and organizational skills
- Training in conflict resolution or mediation skills
- Experience appearing before the Office of Administrative Hearings and responding to grievances
