Job Description
Ethics, Compliance and Audit Services is pleased to announce an opening for a Director of Research Security and Compliance. This position is the primary point of contact for and provides strategic leadership, management, and oversight of export controls and sanctions compliance programs, the research security programs, and for classified sponsored project activity across the University of Missouri System (UM System).
The University’s Director of Research Security and Compliance is responsible for export control oversight, including the development of training, education, and assessment tools, and the implementation of policies and procedures to promote the University’s ongoing compliance with export control and sanctions laws. This position provides guidance and advice as an UM Empowered Official to UM leadership and other personnel on risk assessment and mitigation; the application of U.S. government export control and sanctions regulations such as the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and economic sanctions programs implemented by the Office of Foreign Assets Control (OFAC) to Campus activities; and implementation of strategies to ensure compliance. The Director of Research Security and Compliance leads the Research Security and Compliance Team at the UM System, comprised of Research Security Officers and Facility Security Officers at each individual university who dual report to their respective Vice Chancellors and the Director of Research Security and Compliance.
- Leading the research security efforts across UM, this position is responsible for the implementation of the research security programs throughout the UM System, related to NSPM-33, CHIPS and Science Act of 2022, and other research security requirements. The Director leads the efforts to develop strategies across the UM System to establish, document, implement, and improve processes needed to ensure that the University and its personnel remain in full compliance with prohibitions on participation in Malign Foreign Talent Recruitment Programs, while still achieving its academic and global outreach missions.
- As the Insider Threat Program Senior Official (ITPSO) under the National Industrial Security Program (NISP), this position is a liaison to the Defense Counterintelligence and Security Agency and is responsible for managing University of Missouri System’s insider threat program to ensure compliance with federal regulations and contractual obligations regarding the safeguarding of classified information. Facility Security Officers (FSOs) are responsible for the implementation of the Industrial Security Program at their individual universities.
- This position regularly interfaces with the Federal Bureau of Investigation and other agency partners.
- Professional certifications such as Export Compliance Professional (ECoP), Certified Information Systems Auditor (CISA), Certified in Risk and Information Systems Control (CRISC), or related
- Professional competencies for success in this position include,
but are not limited to the following:

- Supervision is received from the UM System Chief Audit and Compliance Officer.
- Must be U.S. citizens who is currently eligible for, or able to
become eligible for, access to classified information.
Shift
Monday - Friday, 8a-5p, additional hours as needed
Minimum Qualifications
Bachelor's degree or an equivalent combination of education and experience and at least 8 years of experience from which comparable knowledge and skills can be acquired is necessary.
Preferred Qualifications
JD or Master’s degree, may be substituted for 4 years of experience.
Anticipated Hiring Range
Salary Range: $140K-160K per year
