Hudson County Community College serves more than 20,000 credit and non-credit students annually. The College offers more than 90 degree and certificate programs, including award-winning English as a Second Language; Science, Technology, Engineering and Mathematics (STEM); Culinary Arts/Hospitality Management; Nursing and Health Professions; and Humanities and Social Sciences. POSITION SUMMARY
Reporting to the President, the Vice President for Human Resources is responsible for all human resources programs and operations; the design, development, implementation, and administration of personnel policies, practices, programs, and processes including external regulatory compliance; faculty and staff recruitment; employment classification and compensation; performance management and employee development; wage and salary administration; benefits administration and management; labor relations negotiations; and contracts maintenance and compliance. The Vice President serves as a resource and advisor to executive leadership and management in personnel, employee and labor relations matters, and is a member of the President’s Cabinet.
ESSENTIAL FUNCTIONS
Responsibilities
- Design, develop, maintain, and implement Human Resources policies and procedures in accordance with the College’s operational needs, governing statutes, rules, regulations and sound Human Resources management principles and best practices.
- Formulate policy proposals for consideration by the Board of Trustees and develop procedures and practices to provide effective Human Resource management throughout the College.
- Work with the College President, the President’s Executive Council, and Cabinet to develop comprehensive resource plans that identify and deliver the capabilities required to execute the long-term vision and strategy of the College.
- Ensure processes and procedures are in place and followed for all legal and regulatory compliance issues, including but not limited to local, state and federal laws pertaining to employment-based or education-based discrimination. Serve as Compliance Officer and Title IX Administrator.
- Develop annual budget recommendations for Human Resources services and programs and manage allocated resources.
- Provide overall leadership and support in the recruitment, selection, onboarding and professional development of all College employees.
- Formulate recommendations for the College’s total compensation strategies and conduct salary and benefits benchmarking surveys to document effectiveness.
- Lead and support effective labor relations and serve as a member of the College’s labor relations negotiating team. Ensure labor contract compliance. Counsel employees regarding problems and/or grievances and take action to correct them where possible; make recommendations to President concerning employee performance and disciplinary issues. Coordinate the resolution of such matters with managers and/or union representatives as appropriate.
- Represent the College at grievance/arbitration, workers compensation and unemployment insurance hearings.
- Ensure compliance with all applicable health and safety regulations and ensure appropriate safety training is successfully completed. Serve as Health Insurance Portability and Accountability Act (HIPAA) administrator and ensure employee health records are protected.
- Lead and support overall performance management activities including the employee performance and development review process, and collaborate with other college offices and units on various projects, programs and events.
- Act as Compliance/EEO officer on Faculty Tenure, Promotion and Sabbatical committees.
- Direct the College’s benefits administration program and compensation administration in collaboration with the Office of Business and Finance.
- Assume other related duties as required and/or directed by the President.
Management Responsibilities
- Provide ongoing leadership, advice, training, and guidance to direct reports.
- Ensure proper staffing levels and work distribution. Effectively interact with the President regarding staffing needs, the hiring and termination of employees, and adherence to established HR policies and procedures by direct reports.
- Conduct/attend staff and college-wide meetings and programs to promote a constant flow of information, open discussions, knowledge sharing, and to keep employees well-informed.
- Continually assess the performance and technical/professional skill base of all staff; oversee staff recruitment and retention.
- Develop and communicate performance goals; complete performance evaluations within established timeframes; provide feedback, develop and take action on performance improvement plans; and determine and implement necessary disciplinary action, as needed.
- Support the professional development and career growth of staff by identifying and providing ongoing training as applicable.
MINIMUM REQUIREMENTS TO PERFORM WORK
Minimum Qualifications
A Bachelor’s degree in Human Resource Management or a related field. A Master’s degree in an appropriate discipline; a JD is preferred. SHRM/PHR or other Human Resources professional certification is required. At least 7 years of progressively responsible experience in Human Resources Management, preferably in a unionized environment. A thorough knowledge of all applicable federal/state laws, statutes, and regulations. Must have strong management, communication, and team-building skills; proven track record of human resources operations oversight including experience with Compensation and Benefits Administration; knowledge of and experience with the development and management of Human Resources Information Systems and reporting; a thorough knowledge of Title IX and EEO/AA procedures and guidelines. Hands-on, proven track record and extensive experience with labor relations, contract negotiations, and collective bargaining agreement compliance. The ability to interact with a culturally diverse population is helpful.
Knowledge/Expertise
The Vice President for Human Resources is expected to possess:
- Demonstrated expertise in the oversight of all human resources operations and functions, project planning, development, and implementation of human resources programs and services.
- Documented knowledge of the principles and best practices of effective Human Resource Management and a variety of leadership models.
- Understanding of applicable employment, labor laws, and benefits programs and plans.
- Effective response to the leadership demands of senior-level management.
