In order to be considered an applicant for this position you must meet the minimum qualifications as stated in this announcement. Candidates will need to complete a background and reference check and be approved by Civil Service prior to appointment.
RESIDENCY REQUIREMENTS: Candidates must have been legal residents of New York State for at least FOUR months immediately preceding the date of the test. Pursuant to subdivision 4a of Sec. 23 of the Civil Service Law, preference may be given to successful candidates who have been legal residents of the municipality to which the appointment is to be made for at least FOUR months preceding the date of the written test.
This is a provisional or probationary appointment depending on the hire date under the NYS HELPS program. Selected candidate may need to sit, pass and be eligible on the next available Rensselaer County Civil Service Exam for Principal Account Clerk in order to be considered for permanent appointment.
MINIMUM QUALIFICATIONS: High School Diploma or possession of a High School Equivalency diploma and four years of experience in maintaining financial accounts and records, two years in a supervisory capacity, or four years of generalized clerical experience plus the experience indicated above, or an equivalent combination of training and experience as defined by the limits stated above. Experience with Microsoft Office products and Ellucian’s Banner and Elevate preferred.
DUTIES AND/OR RESPONSIBILITIES: The Principal Account Clerk performs work under general supervision allowing leeway for the exercise of independent judgment in carrying out assignments in accordance with definitely defined procedures. The Principal Account Clerk reports to the Director, department head or program director and performs the following duties:
• Plans, assigns and reviews the maintaining and checking of a wide variety of financial records and reports and instructs employees in the specialized details of this work.
• Oversees and assists in the classification of a complex variety of receipts and expenditures and the distribution of costs according to prescribed codes.
• Directs the audit of varied accounts, claims and records and the preparation of reports.
• Has charge of the compilation, preparation and analysis of a variety of complex financial and statistical records and reports.
• Assists in the preparation of annual operating budgets and insures the maintenance of necessary financial controls.
• Is responsible for receiving and accounting for large amounts of money in payment for a variety of bills, taxes and related obligations.
• Revises, systematizes, and installs account keeping methods and procedures.
• Reconciles ledgers of revenue received with bank statements.
• May prepare purchase orders and the securing of bids from vendors.
• Conducts correspondence in connection with financial matters.
• May be required to perform the occasional or incidental typing of forms, ledgers cards, reports, records and other documents.
• Perform other related duties that may be assigned.
This is a full-time 12-month, 40-hour work week position with an hourly rate of $23.32.
