General Purpose

Under general supervision, performs responsible and moderately complex technical and administrative support duties related to the District's employee health insurance benefits plans and workers' compensation program; provides information and assistance to District employees and retirees regarding benefit plans and policies; conducts and compiles market surveys used to formulate proposals in the collective bargaining process and performs related duties as assigned.

Essential Duties & Responsibilities

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  • Assists the District's Benefits Coordinator and other Human Resources Department staff/manage­ment by providing administrative and technical support in implementing and administering the District's health and life insurance benefit plans, the long-term disability plan, and the workers' compensation program.
  • Prepares, reviews and processes benefit eligibility and information for employees and retirees; assists with the annual open enrollment process; assists employees and retirees by providing information on and explain­ing available benefit plan options, benefit plan coverages, eligibility requirements, claim procedures, and enrollment procedures; assists employees in accurate completion of benefit enrollment selections; coordinates with benefit brokers and benefits vendors; inputs employee and retiree health insurance related data into appropriate system, and processes with insurance carriers.
  • Prepares and distributes general benefits communication materials, notices, and plan descriptions; explains IRS codes and other legal/regulatory requirements governing the use and administration of benefit plans; explains to employees benefit plan coverages, eligibility for benefits and claims proce­dures; verifies employee, dependent and retiree plan eligibility and accurate completion of enrollment forms.
  • Reviews carrier and provider premium billing statements; identifies and resolves billing discrep­ancies; reconciles District premium contributions against payroll deductions; recommends payment of billing statements; receives and deposits payments from employees and retirees; assists with processing additions of waiver recipients after verifying eligibility; assists with maintaining accurate employee, retiree and waiver recipient records.
  • Serves as liaison and employee advocate with external plan administrators to resolve benefits concerns and coverage/payment problems in the best interests of the employee and the District; assists employees or beneficiaries regarding claims, coverage and eligibility issues; makes employee arrangements for premium payments during FMLA, STD and LTD leaves; responds to and ensures District compliance with domestic court orders applicable to benefits participation and cost/garnish­ment.
  • Assists with the District's ACA compliance efforts; creates monthly and annual ACA trending eligible reports; verifies and processes ACA eligibility and enrollment; assists with the annual IRS and CA FTB reporting.
  • Assists in the administration of the District's workers' compensation plan; monitors claims, updates records, and communicates with physicians and medical facilities to acquire medical certifications for work status reports; reviews and processes employee injury reports; researches and responds to inquiries pertaining to injured workers.
  • Drafts a variety of correspondence, reports and other materials.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
  • Supports and participates in the District's collective bargaining process; provides technical input on contract language; conducts surveys, and prepares reports for the collective bargaining process.
  • Prepares and conducts staff training sessions and other presentations to a variety of audiences.

  • OTHER DUTIES
  • Attends monthly Health Benefits workshop meetings. May assist with scheduling meetings in the Coordinator's absence.
  • Attends/may serve on the Fresno Area Self Insurance Benefits Organization (FASBO)/EdCare Board in the absence of Coordinator.
  • Assists in updating the District's benefits website.
  • Performs related duties as assigned.

  • Skills and Abilities to:
  • Understand, explain, apply and ensure compliance with insurance and benefit plan laws, regulations, contract provisions, policies and procedures.
  • Understand, explain and apply provisions of workers' compensation laws and assist in administering the program.
  • Assess benefits problems, evaluate alternatives and make appropriate claims/eligibility decisions and recommendations in accordance with established policies and procedures.
  • Make calculations/accounting tabulations and accurately review and process fiscal and claims-related documents.
  • Accurately maintain employee benefit deductions in HRIS database.
  • Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
  • Communicate effectively, both orally and in writing.
  • Understand and follow written and oral instructions.

  • EDUCATION AND EXPERIENCE
    Graduation from high school or GED equivalent and at least two years of responsible experience performing administrative support for employee benefit plan administration and workers' compensation programs; or an equivalent combination of training and experi­ence.

    LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:
    Certain assignments may require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

    APPLICATION REVIEW AND ASSESSMENTS
    The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

    The assessment process will include a competency assessment (45% weight) and an oral interview assessment (55% weight). Of those achieving a passing score on the competency assessment, only the highest-scoring candidates, plus ties, will be invited to the oral interview assessment. The passing score is 75% out of 100% on each assessment section.

    ELIGIBILITY LIST
    Candidates who attain a passing score on each part of the assessment will be placed in rank order on a Districtwide Open-Competitive List. Using the same process, a separate District-Wide Promotional List will be established and both Lists will be used concurrently. Unless otherwise indicated, the eligibility list will be used to fill current vacancies for at least six months. The current vacancy is at the District Office.

    State Center Community College District was formed in 1964 when it assumed control of Fresno City College and Reedley College. The district serves approximately one million people and 17 unified and high school districts in more than 5,500 square miles of urban and rural territory that includes most of Fresno and Madera counties, and portions of Kings and Tulare counties.     Fresno City College
    Fresno City College, established in 1910 as the first community college in the State of California, enrolls 33,185 students and offers more than 100 Associate of Arts or Science Degree programs including transfer majors for students planning to attend four year colleges or universities and 60 Certificates of Achievement in vocational/occupational areas.

    Reedley College
    Madera Center and Oakhurst Site
    Reedley (approximately 25 miles southeast of Fresno) and enrolls approximately 9,575 students in a variety of courses and programs, including agriculture, aeronautics, dental assisting, forestry and natural resources, as well as academic courses in the arts and sciences. Reedley College currently operates two educational community college centers in the northern part of the district, which enroll a combined total of 4,625 students. These centers offer programs in general education for transfer and two-year degrees, occupational education and developmental education.

    Clovis Community College
    Clovis Community College is the newest college in the State Center Community College District, and in the California Community College System. The college provides the advantages of a medium-sized community college campus in a friendly and contemporary setting, serving more than 9,020 students from the Fresno, Clovis and foothill communities with a variety of higher education learning opportunities. Clovis Community College provides a broad, technology based curriculum that meets the individual educational needs of our clients in a global environment.

    The Training Institute and Career & Technology Center
    The State Center Community College District also includes the Training Institute which provides skill-based training to individuals and customized training to local businesses, and the Career & Technology Center which offers hands-on vocational training.

    The Training Institute serves the training, technology, and development needs of individuals, businesses, and industry. Through teamwork and communication the center provides excellent client services. The hands-on approach helps attendees to greatly expand their skills in a short amount of time.

    The Career & Technology Center works in partnership with the industry needs of the valley. Programs are developed to meet the needs of employers and students are highly skilled and employable when they leave the center. Located in south Fresno, the center provides skills training to students 18 years old with or without a high school diploma, and to students under 18 with a high school diploma or equivalent.
