Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a Vice-President of Administrative Services.  The VP for Administrative Services plays a critical role in the financial management and strategic growth of the college.   

This position is responsible for all administrative, financial, and fiscal management aspects of the college’s operations.  The college expends approximately $40 million, annually.   This position will provide leadership and coordination in the administrative, business planning, accounting, finance and budgeting work of the college with a focus on the student experience and opportunities for generating revenue. The VP will provide critical financial insight and strategic support to the President and Board of Trustees.  Primary responsibilities include oversight of the financial and administrative operations for the college, which includes accounting, finance, capital planning, construction, risk management, physical plant facilities/operations, debt management, property management, purchasing, residence halls, conference services, and childcare services.  

In addition, to overseeing traditional financial functions, this position is expected to take an entrepreneurial approach to identifying and pursuing new revenue streams and expanding auxiliary services.  The ideal candidate will have a forward-thinking mindset, seeking opportunities to innovate and optimize financial performance while aligning with the institution’s mission and goals.    

The individual in this position will provide leadership in evaluating administrative programs, service levels and impact on college operations with an eye on the student experience; identify opportunities for improvement and implement actions to strengthen services to students and the campus community.   The individual in this position may be asked to assume the duties of the President in their absence.

Essential Job Duties

Primary essential duties and responsibilities include but will not be limited to the following:

  • Serve as the chief advisor to the President on strategic matters related to budget development, finance administration, facilities services, property management, safety, risk management, purchasing, information systems, and other administrative concerns.  Serve as a member of the executive leadership team and President’s Cabinet.
  • Demonstrate accurate and complete knowledge of the budget and accounting management functions, which must be conducted in compliance with applicable rules and regulations of the State Board for Community and Technical Colleges (SBCTC), the Office of Financial Management (OFM), the State Auditor’s Office and other related state and federal agencies.  
  • Maintain contact with the appropriate fiscal officers of the above-referenced agencies and other colleges in order to represent the fiscal activities of the college.
  • Coordinate the development of the annual college budget, ensuring the budget effectively supports the mission, vision, values of the college.  Provide appropriate oversight of a budget system that promotes open disclosure and collaborative participation while providing timely information for effective budget management. 
  • Ensure that financial planning includes meaningful opportunities for participation by stakeholders and ensures appropriate available funds, realistic development of financial resources, and comprehensive risk management to ensure short-term financial health and long-term financial stability and sustainability;
  • Provide timely and accurate analysis of budgets, financial reports, and financial trends to the  President, Trustees, VPs, Deans, and Directors to assist in performing their responsibilities.   Present requested financial information at regular and special meetings.  
  • Provide leadership in anticipation and development of short and long-range financial and physical plant/capital planning to support the College's institutional and operational plan.
  • Contribute to and work closely with the President and Cabinet to provide leadership for college initiatives and strategic planning. Specifically, to ensure that the institution provides evidence that its planning process is inclusive and offers opportunities for comment by appropriate constituencies, allocates necessary resources, and leads to improvement of institutional effectiveness.
  • Lead efforts to assess the effectiveness of Administrative Services programs, focusing on their service levels and overall impact on college operations, with particular attention to enhancing the student experience. This includes identifying areas for improvement and implementing strategies to strengthen services for both students and the broader campus community.
  • Proactively identify and evaluate opportunities for new revenue streams, partnerships, and investments that align with the college’s strategic goals.
  • Lead efforts to develop and expand auxiliary services (e.g., campus facilities, housing, dining services) to generate additional revenue and enhance the student experience.
  • Build relationships with external partners, vendors, and stakeholders to explore joint ventures, sponsorships, and other entrepreneurial ventures that contribute to the college’s financial goals.  
  • Oversee capital construction and master facility planning and maintain the monthly reconciliation of the capital project budget to assure that project allocations reflect current allotment status and that all available funds for the projects have been allotted.  Include understanding of debt instruments such as bonds, leases, notes, warrants, real estate contracts, together with other sources of capital including grants, donations, and equity.
  • Recommend new or revised policies, procedures, and operational procedures to the president in all administrative areas as needed to facilitate the accomplishment of program objectives, improve processes, and benefit the college.
  • Supervise five (5) direct reports and provide leadership, coordination, and support for staff development in all areas of responsibility.
  • Satisfy all audit criteria for the state and independent auditors on an annual basis, including internal control procedures.  
  • Oversee all college grants and contracts; advise the President prior to approval of all grants and contracts.  Take an active role in accreditation activities, grant preparations and management.
  • Oversee the risk-management function for the college; serve as the compliance officer responsible for creating, maintaining, and carrying out the college’s compliance plan.   
  • Oversee the leasing and rent of off-campus space and work with appropriate state agencies including the Department of Enterprise Services (DES).
  • Serve as the financial and administrative liaison with the BBCC Foundation.
  • Represent the institution at state and system meetings such as the Business Affairs Commision and Operations and Facilities Council.  Serve on college, city, and county committees as designated by the President.   
  • Meet with the faculty, students, administrators, and classified staff on issues of concern related to Administrative Services.
  • Hold signatory authority with the President for all documents related to financial reporting, contracts, grants, and legal documents.

OTHER WORK RESPONSIBILITIES:

  • Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies.  This includes, but is not limited to:  security and safety, understanding of MSDS, equipment, infection control, fire, disaster, safe lifting and body mechanics. 
  • Ensure compliance with college policies and procedures and state and federal regulations.  
  • Conduct self in a professional manner and ensures the interaction with team members and other stakeholders is conducted in a courteous and efficient manner aligned with the college’s values.
  • Perform related duties and responsibilities as may be required.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS: 

  • Master’s degree in Business Administration, Accounting, Finance or related field from an accredited institution.
  • Five (5) years of progressive leadership/admininstrative responsibility within education, higher education, or other similar organization.  
  • Two (2) years of supervisory experience.
  • Knowledge of and experience with public or higher education financial systems.
  • Commitment to equity and inclusion/

DESIRABLE QUALIFICATIONS:

  • Knowledge of General Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board regulations (GASB).
  • Knowledge of budget preparation monitoring, and implementation.
  • Experience managing both technical fiscal information systems and management functions.
  • Experience working successfully in a multicultural environment.
  • Higher education work experience.
  • Experience with physical plant planning and capital construction.
  • Knowledge of federal and state laws, policies and procedures related to community college operations and financial administration.
  • Successful experience working with state and federal grants and contracts.
  • Bi-cultural experience.
