JOB SUMMARY:
Reporting to the Director, Office of Sponsored Programs, the Senior Research Contracts Specialist views and negotiates federally-sponsored research contracts and agreements for Clemson University. This position works closely with University researchers, other University offices including General Counsel, CURF, OIC, and external sponsors. Other duties as assigned.
JOB DUTIES:
50% - Essential - Manages the review and negotiation of complex federal and other non-industry research contracts and grant agreements to reduce or mitigate risk for the University. Leads actions to resolve contractual problems and disputes in compliance issues, such as intellectual property, publications, security requirements. Works with faculty and sponsor representatives to ensure terms and conditions are appropriate for contract modifications. Determines applicability of Federal Acquisition Regulations (FARs) and related agency FARs. Works collaboratively with Export Control, CURF, Procurement, GCA, CCIT and the Office of General Counsel to ensure compliance with all University and federal regulations.
30% - Essential - Review and negotiate material transfer agreements, non-disclosure agreements, data use agreements and other research-related agreements for non-industry collaborators.
10% - Essential - Manage and record all data related to contract negotiations, award data and modifications for largest recipient of federal contracts (CECAS), ensures compliance approvals are in place prior to releasing to the Grants and Contracts Administration Office for account set-up.
5% - Essential - Advise and assist University departmental administrators, faculty, and staff members prior to, during and after agreement negotiation and execution. Interpret and explain contract terms and conditions. Work with Grants and Contracts Administration staff to ensure the appropriate invoicing and payment terms are included. Draft letters of exception as needed. Engage with Export Control and CCIT to ensure complex sponsor-imposed data security and data management requirements can be met. Communicate closely with faculty, pre- and post-award grants staff and select agency contracting officers on the timely submission of multi-year progress reports in order to expedite receipt of incremental funding.
5% - Essential - Serve as training lead for OSP grant administrators responsible for agreement review and negotiation.
MINIMUM REQUIREMENTS:
Education - Bachelor's Degree with experience in business, grant-in aid or public admin.
Work Exp 3+ years in grant or contract review
PREFERRED REQUIREMENTS:
Work Experience in contract drafting or negotiation

COMPENSATION INFORMATION
Expected Salary Range ($78,500.00 - $85,890.00)
Salary is dependent upon several factors including, but not limited to, a candidate's previous experience, knowledge, skills and performance in accordance with Clemson's compensation guidelines.
ESSENTIAL PERSONNEL LEVEL
Normal Operations
Required to follow emergency facility closure directives, and not normally expected work on-site during emergency situations.
