Position Profile

This Emergency Management Specialist serves as the principal point of technology contact for CCSU police, public safety, and emergency management in support of various devices and technology used to support campus safety operations, including dispatch systems, police cruiser systems, emergency operations center systems, and radio systems. The successful incumbent responsibilities include but are not limited to:
  • Performs program duties in emergency management auditing, which includes periodic checks of the effectiveness of the emergency plan.
  • Responsible for the technical management of the Department's access control, intrusion detection system, radio systems, In-house computers and mobile data computers, security camera systems, fingerprinting system, CCSU alert system, and the siren/PA system, and works collaboratively with the Office of Information Technology to manage all these systems.
  • Develops emergency management educational communications materials for circulation to the University community.
  • Advises University community members on emergency response and life safety issues and ensures compliance with federal, state, and local regulations in conjunction with the Director of Environmental Health and Safety.
  • Establishes training guidelines and implementation for emergency first responders, the University community, Incident Management Team members, and others associated with emergency planning and management.
  • Establishes guidelines for and ensures that standard operating procedures are updated as needed.
  • Works with IT, Facilities and Operations and participates in evacuation drills and other emergency management exercises.
  • Responds to all necessary university emergencies and or outage requests as identified.


Applicant Evaluative Criteria

Applicant profiles and supplementary materials will be evaluated for appointment based on the following:

Education:



Must possess a Bachelor’s degree in an area such as Public Safety, Information Systems, Emergency Management, or a related field.

Experience and Training:



Certified training with the National Incident Management System (NIMS) and the Incident Command System (ICS).

Five (5) years of experience in emergency response and emergency management.



Credentials and/or experience comparable to the above may also be considered.



Preferred Requirements:


  • Demonstrated technical IT experience. Familiarity with Microsoft Windows (Workstation and Server), Active Directory, SQL, Virtual Machines, Virtual Private Networks, Networking, DNS, DHCP, Firewall, Cloud hosted applications, and IT Security.
  • Demonstrated proficiency in user rights management, network flows, troubleshooting, and security best practices.
  • Demonstrated experience with public safety data and understanding of legal requirements for data protection, including CJIS (Criminal Justice Information Services) compliance.

Compensation and Employee Benefits



The Emergency Management Specialist is compensated at the Admin 5 salary level in accordance with the State University Organization of Administrative Faculty (SUOAF) Collective Bargaining Union Agreement.
