Located in Greater Boston, MassBay is a comprehensive, open-access community college offering associate degrees and certificate programs on three campuses in Wellesley Hills, Framingham, and Ashland, Massachusetts.

Position Summary:

The ideal candidate will join a vibrant and inclusive educational community, and have a desire and ability to work with a diverse population.

The Payroll Manager is responsible for the day-to-day operation of general payroll activities at the direction of the Payroll Director. The Payroll Manager will be responsible for timekeeping through the College’s Self-Service Time and Attendance (SSTA) system and other payroll systems. The Payroll Manager will also assist the Payroll Director with running reports and queries to ensure all information entered into the payroll system is accurate and adheres to the College’s policies and procedures. The Payroll Manager will delegate duties to the Payroll Accounting Staff and review for accuracy.

Key Responsibilities and Duties:
  • Compile and prepare a bi-weekly balance, ensuring accurate payment for full-time and part-time employees, stipends, and reimbursements for the Payroll Manager’s review and approval. Monitor entries to correct any prior pay period discrepancies;
  • Prepare pay period reconciliation used to tie to State Funding report, balancing payroll payments by name, object, earnings type, account string, and state appropriation for both full-time and part-time employees. This reconciliation is the basis for the signed “warrant” approval;
  • Assist with processing payments for DCE-contracted adjunct professors and hourly paid instructors based on contract rates, per-course credit contract times, and individual step rates. Special procedures and calculation factors must be implemented as the Affordable Care Act Law dictates. Final payments are distributed by pay period and managed throughout each semester;
  • Help prepare bi-weekly payroll payment input schedule and produces and organizes supporting paperwork by pay period for payroll, benefits, and deductions audits;
  • Serve on the SSTA implementation team for future users and ensures proper procedures are in place to plan for a successful transition;
  • Delegate payroll accounts account numbers and data set-ups to HR/CMS, PeopleSoft, and (MMARS)State Financial systems, including Grants;
  • Assist Payroll Director with cash funding analysis, MMARS system changes, including LARQ reclasses, PRRV payment reversals, year-end period 13 payroll fund holds, and new year MMARS rules input;
  • Assist in the Preparation of biweekly payroll entry upload of payment charges by accounts and grants for input into the school’s ledger system. Makes use of CIW queries to obtain labor history information and validates chart of accounts. Presents final version to payroll manager for review and approval;
  • Oversee and delegate miscellaneous input to the Payroll Accountants, including compensation requests, employee reimbursements, union dues deductions, non-unit dental deductions, and flexible health spending deductions;
  • Responsible for Foundation donations via payroll deduction. Set up via special bank account per donation forms. Work with the Foundation Director and Fiscal
  • Department Accountant to reconcile;
  • Take a proactive approach to researching errors and discrepancies and communicates findings and solutions to the Payroll Director;
  • Work with departments to resolve errors and exceptions related to the SSTA system and other
    payroll systems and communicate effective solutions to resolving problems for system users;
  • Provide comprehensive training on the SSTA system to employees and managers;
  • Respond to questions and requests from staff, faculty, and other agencies.
  • Assist in ensuring that confidential documents are secured and maintained properly in accordance with college policies and state laws;
  • Perform monthly reconciliation of payroll reports and submits to the finance office;
  • Assist with unemployment inquiries, retirement distributions, and rollover requests;
  • Serve as primary backup and support for the Payroll Director;
  • Other projects and duties as assigned.

Required Qualifications:
  • Associates degree in a related field, with 5-8 years of progressive experience in payroll, finance, business management or a related field; or an equivalent combination of education, training, and experience.Associate's degree and/or equivalent in payroll training courses and payroll experience;
  • Extensive working knowledge of computer applications to maintain accurate records, generate reports and utilize information to maintain complex accounting information;
  • Keen attention to detail and ability to follow through on assigned projects;
  • Direct working knowledge of Payroll Processing systems, report creation tools, Excel, and Pivot Tables;
  • Knowledge of PeopleSoft, HR/CMS, MMARs, and Pivot tables is preferred;
  • Ability to work effectively with a diverse faculty, staff, and student body;
  • Detail-oriented with excellent analytical skills;
  • Ability to maintain a high level of confidentiality.

  • State Payroll experience;
  • Union experience a plus;

Salary Range: $95,000.00 - 105,000.00 Annual Salary
