Program Manager, Accessible Technology



General Summary

The Accessible Technology (AT) Program Manager is a full-time, permanent exempt position at Highline College. The AT Program Manager will be responsible for accessible technology initiatives, including leadership of campus wide accessibility programs, technical expertise with assistive technology, and serve as the subject matter expert on technical accessibility matters. The AT Program Manager functions as a resource for staff and faculty throughout the college by providing training, technical assistance, and guidance on how to ensure equal access for students through accessible electronic media. This position collaborates with a wide range of campus departments and committees to provide accessible technology leadership across faculty, staff, and student groups.

This is a full-time exempt, at will position.

Essential Tasks

Reporting directly to the Associate Dean of Accessibility Resources this position will:
  • Coordinate implementation of assistive technology for students, staff, and faculty in consultation with clients, instructors, managers, and other support staff;
  • Serve as an adaptive and assistive technology consultant and as a liaison between Access Services students and their faculty to secure and produce accessible instructional materials;
  • Keep updated on current accessibility of technology and analyze future technology options;
  • Provide up-to-date processes and methods for alternative formatting of materials, and support individual students with their individual technology needs;
  • Serve as the primary point of contact for technical assistance and support to faculty, staff, and students to ensure the creation of accessible instructional materials;
  • Develop and implement a college-wide communications program about accessibility and inclusivity;
  • Provide accessibility testing of documents, web sites, and systems in support of college purchases, such as faculty- and staff-produced materials, software and web service purchases, e-textbooks, and other media;
  • Remediate content and/or hire and supervise hourly employees and contractors to support document or media format conversion for proactive accessibility and reactive accommodation;
  • Recommend policies, processes, and technical standards to enable college compliance with all relevant accessibility laws, regulations, and established technical standards and oversee their implementation;
  • Collaborate with Information Technology Services (ITS) to ensure that student and staff assistive technology and tools used to produce alternative media are appropriately installed and maintained;
  • Develop assistive and accessible technology information resources, including training, web sites, social media, and other approaches to support staff and faculty;
  • Participate in the college Accessible Technology Committee, providing subject matter expertise as well as implementation support; ensure Highline is complying with accessible technology mandates;
  • Provide information and outreach to students, faculty, and staff, and provide resources and awareness for the campus, school districts, and other community partners;
  • Develop a process of continuous improvement through formative and summative assessment, eliciting feedback from key stakeholders and using assessment data to improve programs and services;
  • Provide exceptional public relations and customer service;
  • Contribute to an environment of teamwork and respect;
  • Foster a culture of equity and inclusion by recognizing the diverse needs and perspectives of groups and individuals;
  • Maintain records and program files, ensuring the ongoing confidentiality of student records and associated information;
  • Perform other duties as assigned.
Ability to:
  • Collaborate effectively with diverse academic, cultural, ability/disability and ethnic backgrounds of college students, faculty, and staff;
  • Design and present faculty and staff development programs;
  • Communicate effectively in oral and written formats;
  • Work independently with little supervision;
  • Independently learn and determine applicability of new software, hardware, and other systems.
Knowledge of:
  • Assistive technologies, including computer and mobile tools;
  • Practices, tools, and technical standards for accessibility of electronic resources;
  • Best practices for serving people with disabilities;
  • Applicable federal and state laws, policies, regulations, and standards;
  • Principles, concepts, methods, and techniques of universal design;
  • Standards, requirements, and regulations regarding confidentiality of information;
  • Community-based technology resources for people with disabilities.


Qualifications

  • Bachelor's Degree in Education, Rehabilitation, Social Science, Computer Information Systems, Instructional Technology or related field; AND
  • One year of experience in higher education working with faculty or staff in a professional capacity; OR
  • One year of experience evaluating and adapting electronic or online materials to meet accessibility standards;
OR
  • 5 years of relevant education and experience

Preferred Qualifications
  • Bilingual skills, including ASL


Supplemental Information

Conditions of Employment
Highline College does require COVID-19 vaccinations for all students, staff and faculty –– with waivers for specific exemptions –– for those who physically attend courses, operations, or other in-person activities. This decision was made in accordance with higher education proclamation 20-12.4. A candidate will not be asked to report their vaccination status unless they are hired by the college. If a candidate chosen for hiring is not fully vaccinated from COVID-19 and plans to submit a medical or religious exemption to this employment condition, the hiring process will be suspended until a decision has been made regarding any exemption application which is submitted.
