Assistant/Associate/Professor of Public Policy and Administration

Primary Purpose and Essential Functions:
The University of the Pacific, McGeorge School of Law (McGeorge), an ABA- accredited law school in Sacramento, California, is seeking applicants for the position of Assistant/Associate/Professor of Public Administration or Public Policy. The incumbent enjoys faculty status with a rank of assistant, associate, or full professor commensurate with experience and will be eligible to apply for the open Director of McGeorge Public Policy Programs position. The Assistant/Associate/Professor of Public Administration or Public Policy position, at all ranks, includes voting rights, faculty governance responsibilities, and sabbatical opportunities. Although not a tenure-track position, it is designed to lead to a long-term contract that, if successfully completed, culminates in an indefinite contract with no term limits and with job security similar to a tenured position.

While the area of specialization is open, we are interested in candidates with strong research, teaching, and/or professional expertise in policy development, analysis and implementation. The faculty position will be expected to teach in two (2) of the following core areas of competency in the MPA/MPP curriculum: leading and managing organizations, developing and implementing public policy, and analyzing and presenting data and/or in the areas of concentration that include policy analysis, public policy advocacy, or non-profit and social capacity management. The Public Policy program is hybrid with a mix of in-person courses taught on Pacific's Sacramento campus in the evening and in-person on weekends as well as some fully online weeknight and hybrid online/in-person courses.

Other responsibilities include advising students on academic and career development; service to support the program such as participation in orientation and recruitment events; and other professional development commensurate with the role. Students in the MPA and MPP programs are very diverse, and most are pursuing careers in public service in the Sacramento region or other areas of California. Thus, candidates should demonstrate a commitment to advancing diversity and inclusion in public service.

We have a particular interest in finding the next Program Director. Consequently, candidates who have interest, experience, and skill in educational leadership are particularly encouraged to apply and communicate their inclination to serve as the Program Director.

University of the Pacific recognizes that diversity, equity, and inclusion is foundational to the success of our valued students and employees. We prioritize policy and decision-making that demonstrates awareness of, and responsiveness to, the ways socio-cultural forces related to race, gender, ability, sexuality, socio-economic status, etc. impede or propel students, faculty, and staff.

Minimum Qualifications:
  • A terminal public policy or public administration degree OR an MPA or MPP degree plus an equivalent level of work experiences and achievements in practice.
  • At least five (5) years of professional experience in public administration or public policy, including work experience with a public agency, consultancy, government law jobs with a policy focus (such as serving in the chambers of a state legislator or in a government agency), or non-profit working in a public service area.

Preferred Qualifications:
  • Strong research, teaching or professional expertise in policy development, analysis and implementation.
  • Experience managing academic programs.
  • Ten (10) or more years of professional experience in public administration or public policy, including work experience with a public agency, consultancy, government law jobs with a policy focus (such as serving in the chambers of a state legislator or in a government agency), or non-profit working in a public service area.
  • Graduate teaching experience in public administration, public policy, or related area. Demonstrated successful hybrid or online teaching experience.
  • Research and/or consulting experience on California public policy issues and engagement with California public agencies.
  • Demonstrated commitment to advancing diversity and inclusion in education and public service settings.
  • Effective communication skills.
  • Professional composure and demeanor at all times.
  • Ability to promote the vision, mission, and core values of McGeorge School of Law.
  • Experience and sensitivity in working with people of diverse backgrounds and cultures.
  • Demonstrated experience in advancing social justice, equity, and inclusion in a university setting.
  • Ability to engage and integrate culturally responsive practices and knowledge in their work.
