EMPLOYMENT CLASSIFICATION: Exempt
SCOPE OF RESPONSIBILITY:
Under the direction of the Office of Distance Education, the Program Management Specialist coordinates and performs specialized duties related to distance education programming, program design, and course delivery. The Program Management Specialist is responsible for the return on investment ensuring a self-sustaining budget model to achieve desired outcomes. This role will develop and measure goals and program outcomes while managing open lines of communication with internal and external partners.
ESSENTIAL JOB FUNCTIONS:

- Establish and implement protocols and procedures distance education program development and expansions.
- Facilitate project target measurement procedures for distance education program goals and outcomes.
- Effectively and proactively communicate with the Director of Distance Learning, internal and external partners regarding contract documents, purchase orders, change orders, and other contract modifications.
- Analyze project reports and project set-up for completeness and work with appropriate parties to resolve any outstanding issues.
- Take primary responsibility for Distance Education program project planning, set-up, and maintenance and effectively support the Director of Distance Education, Instructional Designers, College Deans, and Chairs.
- Research any unbilled receivables and ensure the maximum billings for each billing period.
- Develop and generate weekly, monthly, and quarterly project management reports, including, but not limited to, utilization reports, project summaries, and milestone reports related to target outcomes.
- Issue monthly project profitability reports and monitor against the project budget.
- Provide regular communication regarding set up of new programs, courses, and certifications offered through the Office of Distance Education.
- Facilitate ongoing customer service ensuring students, faculty and staff received support with the satisfaction of the services provided.
- Review program status, past enrollment, and program outcomes to establish a baseline for new program goals.
- Assist in the development of presentations, support faculty, and staff training, assist in the identification of appropriate expenditures to support distance education.
- Maintain a variety of files, records, and reports. Run queries and reports as assigned.
- Perform related duties as assigned.
OTHER DUTIES: Perform other duties as assigned.
QUALIFICATIONS:
- Any combination equivalent to: A Bachelor’s degree and three (3) years’ of project, financial and/or administrative management experience, or an equivalent combination of education, training, and experience. Proficiency in project management tools, software, and protocols. Efficient in the use of Microsoft Office.
KNOWLEDGE, SKILLS, and ABILITIES:
- Deep understanding of project management processes, protocols, and phases
- Effective written, verbal, and presentation skills specific to timelines, status indicators, and outcomes
- Effective interpersonal communication skills
- Demonstrated customer service engagement and satisfaction
- Demonstrated experience in project facilitation and leadership
- Knowledge and skills in project execution, management, and completion
- Experience team management skills facilitating the contributions of all stakeholders
- Demonstrated experience in time and risk management as well as problem solving
- Understanding of policies and procedures to overcome barriers and achieve outcomes
- Demonstrated experience in budget forecasting, management, and return on investment outcomes
- Demonstrated understanding of cost analysis with projected income earnings
PHYSICAL REQUIREMENTS :
- Work is normally performed in a typical interior/office work environment.
- No or very limited physical effort required.
- No or very limited exposure to physical risk.
