The Maureen and Mike Mansfield Center invites applications for an Alumni Program Officer to lead staff management of alumni relationships for the Mansfield Center’s Young Southeast Asian Leadership Initiative (YSEALI) program under the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA). The Alumni Program Officer works directly under the Deputy Director of International Programs to design, plan, and implement alumni events and programming throughout Southeast Asia including professional development, skill-building, and networking offerings. The position also works closely with the Director of Communications and Director of International Programs to share alumni successes and communicate those to program sponsors, the University, and the public.

Examples of Duties and Responsibilities
  • Organizing and implementing large-scale events and conferences for alumni and current program participants.
  • Ensure that alumni success stories are accurately represented and amplified on the Mansfield website, social media, and other outreach platforms.
  • Perform work directly related to successful operation of the Center to a substantial degree in such functional areas as personnel and project management, public relations, government relations, legal and regulatory compliance, database administration, and similar activities related to international visitors.
  • Expend and track grant funds in support of international leaders, scholars, and student programs, following all budgetary procedures and demonstrating effective financial management.
  • Manage programs organized under the auspices of the National Security Strategy, including: developing, organizing, troubleshooting and coordinating overall direction of programs, as well as special projects in keeping with the overall intent of the Center’s Mission and UM’s Priorities for Action.
  • Exercise authority and discretion to supervise multiple personnel at varying levels of responsibility including program coordinators, graduate teaching assistants, and undergraduate students.
  • Manage daily communications with global alumni and U.S.-based alumni, as well as inquiries from the public.
  • Coordinate and organize alumni travel, visas, and expenses, communicating with necessary partner organizations and following applicable procedures.
  • Monitor the budget, track expenses, and manage budget oversight and semi-annual reconciliation.
Minimum Qualifications
  • Bachelor’s degree in a relevant field (international relations, communications, education, etc.).
  • Demonstrated independent judgment, discretion, professionalism, initiative, critical thinking skills, independent thought and action, and the ability to maintain confidentiality.
  • Ability to maintain working relationships with critical federal partners, including Homeland Security and the U.S. Department of State; critical state partners including Office of the Governor and other executive branch agencies; across UM; and with all relevant NGO, corporate, and government partners.
  • Ability to identify needed technologies to maximize efficiencies; at a minimum, skilled in Word processing systems including Excel spreadsheets, PowerPoint presentations, and Zoom.
  • Proven ability to succeed in a cross-cultural environment, both here in the U.S. as well as overseas, including performing on a team with individuals from different backgrounds, cultures, and abilities.
  • Excellent verbal and written skills, including communication with domestic and international audiences.
  • Advanced technical writing skills.
  • International experience, such as study, work, or extensive travel.
  • Ability to handle a high volume of communications from audiences with a variety of backgrounds, across time zones.
  • Ability to work independently, but also collaboratively and communicate effectively as a team.
  • Must be able to be successful in both a traditional office setting and also in dynamic field situations, such as during program implementation.
  • Ability to travel when required, occasionally under strenuous circumstances.

Preferred Qualifications
  • Master's degree in a field related to the mission of the Mansfield Center: international relations, public administration, communications, political science, etc.
  • Experience working in international education.
  • Working knowledge of federal guidelines as they relate to grant awards.
  • Experience working with the U.S. Department of State.
  • Experience working or living abroad in Southeast Asia.
  • Partial or full fluency in a foreign language.


Additional Information
