Position: Talent Acquisition Consultant


Role Overview: The Talent Acquisition Consultant serves as a knowledgeable consultant and advisor to hiring managers throughout the University in the development, implementation, and execution of effective recruitment and selection efforts. Provides proactive recruitment consultation, advisement, and assistance to campus to accomplish the strategic talent acquisition needs of the University that is customer focused and contributes to a high-level of organizational excellence. This role will include developing and delivering relevant training/education for hiring managers in talent acquisition and employment policy.

Key Responsibilities:
  • Direct recruitment and employment hiring for various employee categories.
  • Apply HR theories, best practices, and knowledge of federal/state laws to all recruitment activities.
  • Strategize, plan, and implement employment activities that align with institutional and divisional priorities.
  • Advise on recruitment strategies and employment actions to enhance organizational goals.
  • Partners with hiring managers and organizational leaders to determine talent needs and plan effectively for current and future talent acquisition. Maintains professional relationships with both internal and external clients, services, and resources to ensure current and future staffing goals are achieved.
  • Builds applicant recruitment sources, recruitment outreach strategies and community partnerships by researching and contacting a wide variety of resources and services including, but not limited to, community services, colleges, employment agencies, recruiters, media, and internet sites.
  • Must apply an in-depth knowledge of HR policies, procedures, best practices and their theoretical bases to advise on compliance issues and to know when policy or procedural exceptions are allowable. Uses negotiation to build consensus with managers on complex employment policies of which they may not be aware. Explains sensitive compensation disparities while maintaining complete confidentiality as necessary. Thoroughly understands market (external) and internal pa equity issues when consulting on hiring ranges.
  • Guides and coaches clients and co-workers to support evaluation and resolution of the most complex operational issues, often in overlapping HR program areas.
  • With every posting, assists hiring officials with developing their job posting(s); consults on job advertisement needs; identifying job criteria concerning the job description. Applies an in-depth knowledge of SHRA career banding competency profiles and EPS classifications ( SAAO and IRIT ) when guiding hiring managers. Explains SHRA career-banded classifications and associated pay bands/ pay factors. Conveys information on EHRA classifications and salary ranges. Understands temporary employment policies in order to suggest options in difficult recruitment situations. Reviews interview questions and assists managers in developing behavioral and competency-based questions when necessary. Provides advice on how to develop appropriate work samples, and addresses questions and concerns with completing hiring proposal and the submission of selection documentation. Negotiates starting salaries, using state-defined salary ranges, ongoing compensation guidance, and review of internal equity.
  • Provides counsel to university employees seeking to make job changes. Provides counsel to Identifies areas of critical staffing shortages and develops recruitment programs to target those areas. Plans, develops, and implements recruiting strategies. Addresses the current and anticipated future talent management needs of the university.
  • Oversees and monitors criminal background check requests through screening software; engages with applicants when additional information is needed in consultation with the EEO Officer in determining employment eligibility for candidates with confirmed criminal convictions.
  • Assist internal and external applicants as regards the hiring process – to include hiring timelines; how to submit applications; and general information associated with University employment.
  • Assists applicants on navigating the application process, including troubleshooting account access issues in PeopleAdmin. Follows up on issues needing policy interpretation or system improvements with the Talent Acquisition Consultant Manager and responds to clients promptly
Reporting Structure: You will report directly to the Deputy Human Resource Officer and collaborate closely with other HR team members.

  • Graduated from a four-year college or university.
  • Two years of progressively responsible experience in:
  1. Analyzing, interpreting, applying, and communicating HR best practices.
  2. Promoting HR best practices in alignment with organizational goals and objectives.
  • Alternatively, an equivalent combination of training and experience is acceptable.
  • Degrees must be from appropriately accredited institutions.
Preferred Years Experience, Skills, Training, Education
  • Bachelor’s degree with two to five years of talent acquisition experience.
  • Experience with PeopleAdmin or other Applicant Tracking Systems.
  • PHR, SPHR, SHRM -CP, or SHRM - SCP certification.
