Job Description:
The Budget Manager is responsible for ensuring that departmental and university resources are appropriately safeguarded and spent or used in accordance with departmental and university policies and procedures. The Budget Manager is a liaison for the department with the Deans office, central administrative offices including but not limited to; Human Resources, Academic Affairs, the Comptrollers Office, General and Restricted Accounting, Purchasing Office, Disbursements Office, Risk Management, Office of Sponsored Programs, Office of Sponsored Accounting, and VP for Research.

Responsibilities:
- In the area of Grants Management, assist faculty with research proposal preparation, e.g., assist faculty in the preparation of proposal budgets and ensure timely submission of the Office of Sponsored Program's internal routing review (IRR).
- Be mindful of all time sensitive deadlines in the capacity of sponsored programs as there are financial ramifications to missed goals.
- Serve as liaison among principal investigators (Pl's) and university administrative units, including certification of effort reporting with the Office of Sponsored Accounting.
- Interpret both university and agency requirements and policies/practices for the department and provide support to obtain newly available information on funding volume, timing of reports, fiscal issues and compliance with regulatory requirements.
- Independently make decisions, authorize actions, and manage the sponsored portfolio for the assigned area, including monitoring spending and critical progress of grant expenditures and end dates by generating reports and evaluating activity and available funds.
- Manage fiscal reports and assist the faculty in determining funds available and timing of Human Resources changes to ensure continued support for grants employees (for payroll continuity
- In the Budget and finance area, analyze a variety of financial information from multiple funding locations, (i.e.: unrestricted funds, gift and endowment funds, sponsored funds) for the purposes of providing guidance and support to the Department Chair regarding optimal use of available sources.
- Monitor spending allowances for all departmental funds, particularly the startup budgets and expenditures of new faculty.
- Resolve issues that arise during analytical reviews; create and approve journal entries as needed for balancing and corrections, both intra and interdepartmentally.
- Monitor scholarships, graduate and research assistantships and other financial aid awards for accuracy, etc.
- Prepare an annual budget, monthly spending reports, year over year comparative analyses and other reports as needed.
- Responsible for accurate and timely processing of HR faculty and staff appointments, including creation of PERs as needed for new hires.
- Provide support to the department search administrator as a backup with regard to search waivers, proposals, committee work, and any other documentation required to streamline the process through to completion.
- Manage workers' compensation reports as needed.
- Approval of travel vouchers, purchase requisitions, ePro requisitions, interdepartmental orders, and credit card expenses handled by the administrative staff of the Department.
- Online reconciliation and approval of the department credit cards as needed.
- Provide oversight for document preparation by administrative staff of fellowships, scholarships, prizes and awards offered to students, including verifying/providing accurate chart strings for recordkeeping purposes.
- Work with Director of Space Management on space inventory projects as needed.
- Work with Facilities Manager on department phone line inventory.
- Manage department FAST requests.
- Other duties as assigned
